New Delhi, April 1: The Rajya Sabha passed the Central Armed Police Forces (General Administration) Bill, 2026, by a voice vote on Wednesday. During the session, the opposition staged a walkout, demanding that the bill be sent to a select committee for further discussion. After leaving the Rajya Sabha, opposition MPs accused the government of acting arbitrarily.
Congress MP Pramod Tiwari stated that the Supreme Court’s well-considered decision is being trampled by the Modi government, which is relying on its majority. He emphasized that security forces protect the nation’s borders and the Parliament, yet the government is undermining their rights. Tiwari lamented that when a committee was formed regarding this matter, the CAPF personnel were not given a chance to voice their concerns. This led to the opposition’s boycott.
Aam Aadmi Party MP Sanjay Singh criticized the government for introducing a new law that undermines the rights of soldiers and CAPF officials who secure the country’s 15,000 km border. He pointed out that despite the Supreme Court’s directive, the government proceeded with the bill. Multiple committees, including six committees, have recommended that CAPF officials deserve promotions and rights.
Singh condemned the passage of what he called a “black law,” asserting that 1.1 million CAPF personnel are witnessing the government’s tyranny and will respond when the time comes.
RJD MP Manoj Jha noted that the entire opposition raised questions related to the despair felt by the soldiers. He warned that the government is pitting one force against another, having previously incited divisions within communities. The minister failed to address the opposition’s objections, prompting a complete boycott. Jha assured soldiers that the fight does not end with the bill’s passage.
BJD MP Sasmit Patra expressed that they boycotted the house regarding the CAPF bill, citing two to three issues they wanted to discuss. They aimed to send the bill to a select or standing committee. Despite raising concerns, the government did not respond. The Biju Janata Dal stands firmly with the soldiers and CAPF issues.
Shiv Sena (UBT) MP Priyanka Chaturvedi accused the BJP of promoting divisive thinking in the country, which is now being attempted within the security forces. She stressed that winning the trust of all was essential during discussions, but the government has diminished that confidence. The manner in which the bill was presented, even after the Supreme Court’s decision, indicates the government’s arbitrariness.
Renuka Chaudhary added that when questions are raised in Parliament, there is an expectation of receiving answers. The injustices faced by soldiers are becoming apparent to the public, and they will continue to raise their voices against it. The lack of response from the government led to their boycott.
