Noida Authority Approves Significant Compensation Increase for Farmers in Board Meeting

Noida, September 5 (Daily Kiran) : The Noida Authority held its 223rd board meeting on September 5, 2026, where several crucial decisions were made regarding urban development, civic amenities, industrial activities, and land acquisition from farmers. The meeting took place at the authority’s main administrative building in Sector 96, chaired by Deepak Kumar, the Commissioner of Infrastructure and Industrial Development and President of the Noida Authority.

Present at the meeting were Noida’s Chief Executive Officer Krishna Karunesh, Greater Noida Authority’s CEO N.G. Ravi Kumar, and Shailendra Bhatia, the Additional CEO of the Yamuna Expressway Industrial Development Authority, among other board members.

The board reviewed the financial and physical progress of the authority up to August 31 for the fiscal year 2026-27. Discussions included income, payments, and the status of major development projects, with directives to meet established goals promptly.

To bolster the city’s long-term civic services, the board approved the Standard Operating Procedures for the One-Time Lease Rent Corpus Fund (OTLR-CF). This fund aims to systematically account for, invest, utilize, and monitor non-recurring income from one-time land leases, ensuring sustainable financial resources for water supply, sanitation, public health, and civic infrastructure maintenance.

The meeting also assessed policies aimed at reviving old and stalled real estate projects. Notices were issued to 23 allottees who had deposited 25% of the due amount, instructing them to pay the remaining 75%. Registrations for projects were permitted based on payment ratios, with a total of ₹561.35 crore collected from 36 projects.

A review of the Unified Regulations, 2025, concerning industrial units was conducted. This included discussions on transfer fees, deadlines for operationalizing units, and streamlining other fees and procedures, leading to the approval of a committee of officials from both authorities.

The board decided to allocate approximately 13,347.18 square meters of land in Sector 153 for the Gautam Buddha Nagar Police Commissioner’s office, facilitating the development of necessary administrative and institutional infrastructure. Additionally, a thermolysis-based integrated waste-to-energy facility with a capacity of 100 tons per day will be established in Sector 145 for the scientific disposal of RDF waste.

In light of rising bitumen prices due to ongoing conflicts in the Middle East, the board agreed to reassess the rates of bitumen-based materials used in road construction. This move aims to enhance participation in construction tenders, ensure timely commencement of road projects post-monsoon, and maintain construction quality.

Plans were also approved to develop an approximately 8-acre nursery in Sector 8 as a modern, self-sufficient facility for citizens to access various plants. The board approved a policy for registering tripartite sub-lease documents to resolve issues faced by current occupants of flats on group housing plots allocated to cooperative housing societies.

The most significant decision from the meeting involved land purchases from farmers. To encourage their participation in Noida’s overall development, a new compensation rate of ₹6,459 per square meter was agreed upon, representing a 53% increase from previous rates. Farmers will also benefit from a 5% developed population plot.

Previously, two arrangements were in place: ₹5,324 per square meter without a population plot and ₹4,224 with one. The new rate reflects a substantial increase in compensation, with additional arrangements for land purchases related to the development of New Noida.

For land purchases in Phase 1 and Phase 2, compensation rates will align with those of the Greater Noida Development Authority, while Phases 3 and 4 will follow the Yamuna Expressway Authority’s guidelines, providing a 7% population plot benefit.
