
New Delhi, February 20: The National Investigation Agency (NIA) has filed charges against two more individuals in connection with the 2025 Visakhapatnam ISIS conspiracy case. One of the accused is still at large.
On Friday, the NIA submitted a supplementary chargesheet in a special NIA court in Visakhapatnam. The chargesheet names Arif Hussain, also known as Abu Talib, and Imran Akram as accused. They face various charges under the Unlawful Activities (Prevention) Act, the Explosive Substances Act of 1908, and the Arms Act.
The case was initially registered at the Visakhapatnam police station, where Siraj Ur Rahman and Syed Sameer were arrested. The NIA later took over the investigation and filed a chargesheet against the two in November 2025.
The investigation revealed that the absconding accused, Imran Akram, had provided funds to Siraj and Sameer for purchasing explosive materials. He was involved in financing terrorist activities. The NIA arrested Arif Hussain at New Delhi Airport on August 27, 2025, while he was attempting to flee the country. The investigation indicated that Arif, a resident of Bihar, was involved in arms smuggling and terrorist conspiracies.
He was also promoting ISIS’s radical ideology through social media and was part of a plot to supply weapons for terrorist attacks.
In a related case involving the seizure of AK-47 rifles in Bihar, the NIA has filed charges against a fifth main accused. This case dates back to 2024. The accused, Manzoor Khan from Muzaffarpur, was arrested by the NIA in August 2025. The investigation revealed his active involvement in the illegal purchase and trafficking of prohibited weapons. He was engaged in supplying arms to Naxalites and other criminals.
During the investigation, the NIA discovered that Manzoor Khan had established a network for illegal arms trafficking in collaboration with other accused individuals. He played a crucial role in this conspiracy. The NIA has submitted a supplementary chargesheet in a special NIA court in Patna, charging Manzoor Khan under various sections of the IPC, the Arms Act, and the Unlawful Activities (Prevention) Act.
Previously, in May 2025, the NIA had filed charges against Vikas Kumar, Devmani Rai, Satyam Kumar, and Ahmed Ansari. This case was registered after the Bihar police seized an AK-47 rifle and its lens. The NIA is investigating the roles of other suspects and accused individuals in this case, trying to uncover the extent of the conspiracy behind the procurement and supply of advanced weapons.
