Nepal Launches Competitive Process for Ambassador Appointments

Kathmandu, May 29: The Nepalese government has announced a competitive application process for qualified citizens to be appointed as ambassadors and permanent representatives to various countries and international organizations. This marks the first time the Ministry of Foreign Affairs has opened up ambassadorial positions to a competitive selection process. However, the specific countries for which applications are being sought have not been disclosed.

Previously, the positions discussed for competition included postings in India, China, the United States, the United Kingdom, Australia, Israel, South Korea, Austria, Bahrain, Bangladesh, Malaysia, Oman, and Saudi Arabia, among others. The ministry has since removed the page that listed the countries for applicants.

The traditional method of appointing ambassadors in Nepal, based on political loyalty and power-sharing arrangements among political parties, has faced significant criticism. In response, the new government led by Prime Minister Balendra Shah has initiated a competitive selection process for appointing ambassadors to Nepal’s foreign missions.

Historically, ambassadorial appointments in Nepal have been evenly split between political nominees and career diplomats from the foreign service.

The Terms of Reference (ToR) published on Thursday outlines the qualifications, responsibilities, appointment process, tenure, and code of conduct for ambassadors representing Nepal abroad.

Under the eligibility criteria, applicants must be at least 35 years old, possess a minimum of a graduation degree, and have knowledge or experience in Nepal’s foreign policy, international relations, or diplomacy. Preference will be given to candidates with a postgraduate degree in international relations, political science, law, economics, public administration, or related fields. Specialized training or certification in diplomacy, international trade, or multilateral negotiations, along with academic publications or significant scholarly contributions related to Nepal’s foreign policy, will also be advantageous.

Candidates must not hold permanent or temporary residency status or immigration benefits in other countries and should not have been found guilty of corruption or unethical conduct.

According to the ToR, candidates must not have any disputes or conflicts of interest in the host country and should not be employed by any non-governmental organization funded by international or foreign assistance.

The ministry emphasized the importance of a strong command of the English language, understanding of diplomatic processes, and knowledge of the Vienna Convention on Diplomatic Relations. Additionally, experience in trade promotion, investment facilitation, multilateral negotiations, or working with international organizations will be considered a plus for applicants.

Ambassadors will serve as Nepal’s highest diplomatic representatives in host countries and international organizations. Their responsibilities will include promoting Nepal’s political, economic, and strategic interests, facilitating foreign investment and trade, ensuring the safety of Nepali citizens abroad, and strengthening relationships with them.

The ToR also highlights the importance of economic diplomacy, tourism promotion, climate diplomacy, and public engagement. Ambassadors are expected to promote Nepal as an investment destination, mobilize development assistance, and enhance Nepal’s international image through cultural and public diplomacy initiatives.

The tenure for ambassadors is set at four years, although the government retains the authority to recall ambassadors before the completion of their term if deemed necessary.

Interested applicants are invited to submit their applications by June 5. The ministry stated that appointments will be made in accordance with the Ambassador Appointment Guidelines of 2018.
