
New Delhi, May 23: Mukesh Singh, the current Director General of Police (DGP) of Ladakh, has been appointed as the new police chief of Manipur. This transition comes after the previous DGP, Rajeev Singh, was appointed as Secretary (Security) in the Cabinet Secretariat.
The Appointment Committee of the Cabinet (ACC) approved Mukesh Singh’s transfer to Manipur on a three-year inter-cadre deputation. An official order from the Department of Personnel and Training, under the Ministry of Personnel, Public Grievances and Pensions, confirmed this decision following a proposal received from the Ministry of Home Affairs on May 15.
Mukesh Singh is an Indian Police Service (IPS) officer from the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territories) cadre. He holds a B.Tech degree in Civil Engineering from the Indian Institute of Technology (IIT) Delhi and joined the IPS in 1996. He took over as DGP of the Union Territory of Ladakh on January 15, 2026.
Previously, he has held several sensitive positions in Jammu and Kashmir, serving as Superintendent of Police in Reasi, Pulwama, Poonch, and Jammu during operations related to terrorism and insurgency.
In a related development, the ACC also approved Rajeev Singh’s appointment as Secretary (Security) in the Cabinet Secretariat. Rajeev Singh, an IPS officer from the 1993 batch of the Tripura cadre, has been serving as DGP of Manipur since June 1, 2023. Before taking charge in Manipur, he served as Additional Director General of Police in Tripura and later as Inspector General (Operations) at the CRPF headquarters in New Delhi.
Rajeev Singh assumed the role of DGP during one of the most turbulent periods in Manipur, following ethnic violence that erupted on May 3, 2023. This violence was triggered by a ‘Tribal Unity March’ organized by tribal groups in the hill districts, opposing the demand for Scheduled Tribe status for the Meitei community.
The ongoing ethnic conflict has claimed at least 260 lives, displaced thousands, and severely disrupted normal life in both hill and valley districts. The prolonged unrest led to the imposition of President’s Rule in the state for nearly a year.
Manipur was under President’s Rule from February 13, 2025, which was lifted just hours before the formation of a new BJP-led government on February 4 this year. Following this, BJP-NDA legislative party leader Yumnam Khemchand Singh took the oath of office as Chief Minister.
Officials have noted that the appointment of a new DGP is crucial as the state government and security agencies continue their efforts to restore normalcy and strengthen law and order in the violence-affected region.
