Bengaluru, June 4: Karnataka Chief Minister D.K. Shivakumar announced on Thursday that the government is gathering detailed information about beneficiaries of guarantee schemes. This initiative follows complaints and petitions alleging misuse of these schemes, particularly the ‘Griha Jyoti’ free electricity program and the ‘Griha Lakshmi’ scheme, which provides ₹2,000 monthly assistance to the female head of a household.
During a press conference held at Vidhana Soudha after a meeting with senior officials, Chief Minister Shivakumar clarified that the government is not reviewing the guarantee schemes but is investigating their proper implementation.
He stated, “We are not reviewing the guarantee schemes. In fact, some individuals are misusing the ‘Griha Jyoti’ free electricity scheme. We have received complaints regarding this. Some have taken electricity connections for residential use but are using them for commercial purposes.”
Approximately 1.6 crore beneficiaries are currently availing of free electricity for up to 200 units under this scheme. Those using it for residential purposes can continue to benefit without any issues.
The Chief Minister emphasized that accurate data on beneficiaries is essential to ensure the scheme is implemented correctly. He pointed out cases where multiple electricity meters were registered under the same name. Concerns were also raised regarding rental properties and the misuse of the scheme.
He remarked, “We need complete information about the beneficiaries. There are five to six electricity meters registered under one person’s name. Who are the tenants? Are they residents of the state or from outside? Are they using this facility appropriately? We need all this information, including their phone numbers and usage patterns.”
Referring to the ‘Griha Lakshmi’ scheme, where the female head of the household receives ₹2,000 monthly, Chief Minister Shivakumar noted that in some instances, funds were withdrawn even after the beneficiaries had passed away.
He stated, “Proper investigations should be conducted. If someone passes away, the Panchayat Development Officer or Revenue Inspector should be informed. Families should also bear responsibility. There should be no misuse of fund withdrawals.”
Regarding infrastructure, he announced that the government has decided to release ₹2,000 crores as an emergency fund for road development in Bengaluru, with the city’s minister overseeing the operations.
In summarizing the meeting, Chief Minister Shivakumar mentioned that departments have been given 15 days to submit reports on ongoing programs and the challenges faced in their implementation. “We have just initiated this process. I have asked them to report within 15 days on what can and cannot be done, including the implementation of manifesto and budget commitments,” he added.
He further noted that there has been no discussion on the state’s financial situation yet, as the division of cabinet departments is still incomplete.
