
Ranchi, April 15: The Jharkhand Cabinet, under the leadership of Chief Minister Hemant Soren, convened on Wednesday to approve the long-awaited ‘Jharkhand Regularization of Unauthorized Construction Building Rule, 2026.’ This rule will facilitate the regularization of buildings constructed without approved maps in urban areas. The Cabinet also endorsed a total of 53 significant proposals, including an increase in the dearness allowance (DA) for state employees and measures against illegal mining.
According to the Cabinet’s decision, unauthorized residential buildings up to 300 square meters in area and 10 meters in height can be regularized under specified conditions. A fee of at least 10,000 rupees for residential buildings and 20,000 rupees for commercial buildings has been established. Building owners will be allowed to pay this amount in three installments, providing relief to a large number of homeowners.
To control illegal mining, the Cabinet approved the ‘Jharkhand Minerals Amendment Rules, 2026.’ Under the new provisions, individuals caught engaging in illegal mining and storage will face fines up to ten times the royalty amount. Additionally, mineral dealers will be required to register and submit monthly returns. Amendments to the Minor Mineral Concession Rules have also set a maximum mining lease duration of 30 years and defined area limits.
In a move to support state government employees and pensioners, the Cabinet decided to increase the DA. Employees under the sixth central pay commission will see a 5% increase, while those under the fifth pay commission will receive an 8% increase. This adjustment will take effect from July 1, 2025.
The Cabinet also decided to upgrade the Sadar hospitals in Dhanbad, Khunti, Giridih, and Jamtara to medical colleges through a public-private partnership (PPP) model. Furthermore, the creation of new academic and non-academic positions at the Sir JC Bose University in Giridih has been approved.
Other decisions include the allocation of 45.47 crore rupees for the construction of the Saharkol-Pakur bypass road and 87.21 crore rupees for the Barharwa urban water supply project. An approval of 153.37 crore rupees has been granted for the construction of an interstate bus stand and commercial complex in Jamshedpur. The Cabinet also approved the ‘APB Bharat Net Project’ to enhance internet connectivity in rural areas.
Additionally, state-level quizzes will now be mandatory in government schools, ITIs, and polytechnic institutions on significant national and international days, allowing students to engage with history and social issues.
