
New Delhi, April 2: The Indian government has launched a national educational initiative called ‘Karmayogi Sadhana Week’ under the Mission Karmayogi framework. This initiative aims to enhance the capabilities, commitment, and citizen-centric approach of government employees across the country. In his message, the Prime Minister extended his best wishes and emphasized the need for governance to adapt to the changing demands of a rapidly evolving world, inspired by the spirit of ‘Citizen Devotion’.
He called for continuous learning, greater use of technology and data in decision-making, and a shift towards duty-oriented public service as India moves towards its goal of ‘Developed India 2047’.
The ‘Karmayogi Sadhana Week’, taking place from April 2 to April 8, was inaugurated at the Dr. Ambedkar International Centre in New Delhi. This event marks the completion of five years of the Mission Karmayogi. Conceived as a nationwide capacity-building effort, this initiative brings together various ministries, states, and civil service training institutions under a shared learning framework.
The program is based on three main pillars: technology, tradition, and tangible results. It includes focused activities such as workshops, masterclasses, and institutional discussions aimed at strengthening a future-ready governance system.
Dr. P.K. Mishra, Principal Secretary to the Prime Minister, stated that ‘Sadhana Week’ further strengthens the transition towards a capable, dedicated, and citizen-centric civil service. He noted that capacity building is no longer limited to conventional, rules-based training; instead, it has evolved into a continuous, ‘anytime-anywhere’ learning system facilitated by platforms like iGOT.
He emphasized the shift from rules-based governance to role-based governance, where merit, behavior, and service mentality are prioritized. He mentioned that the ‘Capacity Building Commission’ has worked to bring uniformity and comprehensiveness to this entire framework by connecting training institutions across the country. He stressed that today’s governance must develop new capabilities to address technological changes, climate change, urbanization, and global uncertainties.
He further stated that continuous learning fosters innovation, adaptability, and a professional attitude. The right mindset and sensitivity are crucial for effective public service.
S. Radha Chauhan, Chairperson of the Capacity Building Commission, remarked that this occasion is both a milestone in the journey of ‘Mission Karmayogi’ and a moment for introspection. She highlighted that this mission has emerged as a unique model for capacity building by integrating knowledge, skills, and values in public service.
She explained that the concept of ‘Karmayogi’ represents a public servant who combines wisdom with action and provides governance with empathy and relevant understanding. The ‘Sadhana Week’ offers officials an opportunity to reconnect with the core purpose of their service, while also renewing their commitment to citizen-centric governance guided by the themes of ‘technology’, ‘tradition’, and ‘tangible results’.
Rachna Shah, Secretary of the Department of Personnel and Training, stated that the last five years have seen a fundamental change in capacity building through Mission Karmayogi. She highlighted the shift from periodic training to a continuous, role-based competency framework that now includes a large number of frontline personnel. She noted that over 15 million learners are registered on the iGOT platform, where more than 80 million courses have been completed, and over 4,600 courses are available in multiple languages. Additionally, more than 130 capacity-building programs have been developed, integrating the learning process with the performance evaluation system.
Subramaniam Ramadorai, Chairman of Karmayogi Bharat, stated that Sadhana Week reflects a deepening commitment to continuous learning and self-improvement within civil services. He emphasized that today’s governance is shaped by rapid technological change, civilizational knowledge, and a strong focus on citizen-centric outcomes. He urged that capacity building should be continuous, relevant, and aligned with real-world governance needs. He also mentioned the scale of participation on the iGOT platform and encouraged officials to gain proficiency in artificial intelligence and emerging technologies.
Dr. Alka Mittal, Member (Administration) of the Capacity Building Commission, and Dr. R. Balasubramanian, Member (Human Resources), also addressed the program. Several key initiatives were launched during the inaugural session to strengthen large-scale capacity building.
The inaugural session saw participation from senior officials, ministries, departments, training institutions, state representatives, and other stakeholders from across the country. Members of the Capacity Building Commission and the Chief Executive Officer of Karmayogi Bharat were also present at this event.
