
New Delhi, April 18: Dr. K.S. Somasekhar has been appointed as the new Secretary of the Rajya Sabha Secretariat, effective from Saturday. This appointment was made by Rajya Sabha Chairman C.P. Radhakrishnan.
Dr. Somasekhar has been associated with the Rajya Sabha Secretariat since 1993, holding several significant positions throughout his extensive career, including Additional Secretary, Joint Secretary, and Director.
According to the Rajya Sabha Secretariat, Dr. Somasekhar possesses extensive experience in parliamentary procedures, interpretation, administrative management, and the workings of various parliamentary committees. Additionally, he has served in senior roles within the Karnataka state government and has notable international experience.
The Rajya Sabha Secretariat highlighted that Dr. Somasekhar has represented India at various parliamentary forums. He has also received specialized training in parliamentary processes in the United Kingdom and the European Union.
On Saturday, the Rajya Sabha Secretariat announced that Dr. Somasekhar actively participated in meetings of the Inter-Parliamentary Union (IPU) held in Geneva. His involvement in these meetings has provided him with a deep understanding of global parliamentary practices.
In terms of academic qualifications, Dr. Somasekhar holds a Ph.D. in literature and is proficient in Kannada, Hindi, English, Telugu, and Tamil. This multilingual capability enhances his effectiveness in administrative tasks and parliamentary dialogue.
It is believed that Dr. Somasekhar’s extensive administrative and academic experience will play a crucial role in making the operations of the Rajya Sabha Secretariat more effective, organized, and enriched.
Notably, the Parliament’s budget session concluded on the same day, marking the 270th session of the Rajya Sabha. During this budget session, the Rajya Sabha operated smoothly, achieving over 100% productivity.
Throughout the session, the Rajya Sabha worked for a total of 157 hours and 40 minutes, with a remarkable productivity rate of 109.87%. A total of 117 questions were raised, and 446 zero-hour mentions were recorded, along with 207 special mentions by Rajya Sabha members.
