New Delhi, August 10: The second meeting of the sixth session of the eighth Delhi Assembly will take place today. During this session, several bills approved by the Business Advisory Committee for the Monsoon Session may be presented.
Previously, on August 5, the Business Advisory Committee convened and decided that three bills would be introduced during the session. These include a bill related to timely delivery of government services, a bill concerning the Delhi Urban Shelter Improvement Board, and a bill regarding bed-and-breakfast establishments.
Following the committee meeting, Assembly Speaker Vijender Gupta announced that during the session, Electricity Minister Ashish Sood will present a notification and amendments related to the “Delhi Electricity Regulatory Commission (Open Access Regulations) (Second Amendment) Regulation, 2026.”
The bills set to be introduced are: the “Delhi (Right to Timely Delivery of Services) Bill, 2026,” which proposes to repeal the “Delhi (Right to Timely Delivery of Services) Act, 2011”; a bill proposing amendments to Section 2, Clause (g), Sub-clause (iii) of the “Delhi Urban Shelter Improvement Board Act, 2010,” to be read with the “Delhi Urban Shelter Improvement Board (Amendment) Act, 2015,” and “Delhi Act 5 of 2020”; and the “National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishment (Registration and Regulation) Act, 2007,” which proposes to repeal its amendments from 2010 and 2021.
On Friday, the Comptroller and Auditor General (CAG) report was presented in the House, highlighting financial irregularities during the previous Aam Aadmi Party government led by Arvind Kejriwal.
Earlier, the Assembly Speaker stated that the Delhi Assembly Secretariat has made all necessary arrangements to ensure the session runs smoothly and efficiently.
He mentioned that all required notices will be submitted digitally via the NVA portal, and members will receive assistance from the notice branch and NVA service center. Members wishing to raise matters under Rule 280 can submit their notices by 5 PM. Just before the session, Speaker Gupta urged all members to adhere to established procedures and contribute to meaningful discussions during the three-day session.
The Speaker expressed confidence that this session would provide members with a valuable opportunity to raise public interest issues and engage in constructive discussions related to the people of Delhi.
He emphasized the importance of informative debates, adherence to legislative processes, and responsible conduct to maintain the dignity of the House and strengthen public trust in democratic institutions.
To ensure a secure, disciplined, and efficiently managed environment within the Assembly premises, extensive arrangements are being made.
He reported that hydraulic road blockers are being installed at all entrances, access control points are being reinforced, and more active security measures are being implemented on the ground.
In case of emergencies, a Quick Response Team (QRT) from the Central Reserve Police Force (CRPF) has already been deployed to ensure prompt and effective responses.
Speaker Gupta further stated that under the revised access protocol, entry to the premises will be controlled through Gate Number 1, while restrictions will be placed on other gates to streamline movement and enhance security.
