
Beijing, April 9: A center dedicated to promoting the development of small and medium-sized enterprises (SMEs) in China has released the “2025 Evaluation Report on the Development Environment for SMEs.” Over 90% of private enterprises in China are classified as SMEs.
The report selected 50 specific cities as evaluation targets, assessing indicators such as market environment, legal environment, financing environment, innovation environment, and policy environment.
The findings indicate a year-on-year improvement in the overall development environment for SMEs in China. The gap between cities and regions is narrowing, barriers to market access are rapidly diminishing, the construction of a unified national market is deepening, and regional development balance is gradually improving.
This assessment reveals that the operational conditions for SMEs in participating cities are stabilizing, with increased resilience and confidence. Additionally, the quantity and quality of high-quality enterprises are improving, and their leading role in innovation is becoming more prominent.
