CM Dhami Calls UCC a Strong Foundation for Equality and Social Harmony

Dehradun: On the occasion of completing one year of the Uniform Civil Code (UCC) law in Uttarakhand, the state is observing the day as ‘Uniform Civil Code Day’. Chief Minister Pushkar Singh Dhami extended his greetings to the people of the state, highlighting the significance of this historic initiative inspired by Prime Minister Narendra Modi.

In a message posted on the social media platform ‘X’, CM Dhami stated, “The primary objective of the Uniform Civil Code is to ensure full equality for women in their legal rights. This system eliminates any discrimination against women in crucial matters like marriage, divorce, property, and inheritance, guaranteeing them equal and just rights.”

He further added, “Over the past year, there has been significant progress in marriage registration and citizen services under the UCC. The state government has facilitated support in 23 languages along with AI-based assistance to ensure every citizen benefits from this positive change.”

Earlier on Monday, a key amendment was made to the UCC law. Governor Lieutenant General Gurmit Singh (Retd) gave his approval to the Uniform Civil Code (Amendment) Ordinance-2026.

The amendment replaces the Criminal Procedure Code-1973 with the Indian Civil Security Code (INCS) 2023 and the Indian Penal Code (IPC) 2023 for punitive provisions. It also designates the Additional Secretary, instead of the Secretary under Section 12, as the competent authority.

Through this amendment, providing false information related to identity at the time of marriage has been made grounds for annulment. Strict punitive measures have been introduced for violence, coercion, fraud, and unlawful acts in marriage and live-in relationships. Provisions have been made for issuing a termination certificate by the registrar upon the end of a live-in relationship.

In Schedule-2, the term ‘widow’ has been replaced with ‘spouse’. The power to cancel registrations related to marriage, divorce, live-in relationships, and inheritance has been vested in the Registrar General.

This amendment aims to strengthen transparency, equality, and social harmony through the Uniform Civil Code, furthering the government’s commitment to justice and fairness for all citizens.
