Patna, August 12: The Bihar Cabinet, led by the Chief Minister, approved a total of 11 proposals during a meeting on Wednesday. Key decisions were made to connect youth with skill training and employment, increase financial support for higher education, promote solar energy, and create positions in government departments, along with significant measures related to urban development and digital connectivity.
Under the proposal from the Urban Development and Housing Department, the state has approved the allocation of 10 acres of land for 25 years to establish compressed biogas plants in four municipalities: Gaya, Muzaffarpur, Bhagalpur, and Bihar Sharif. Land will be provided to companies such as Indian Oil Corporation, Gas Authority of India, Hindustan Petroleum Corporation, and Bharat Petroleum Corporation for these projects.
The Youth, Employment, and Skill Development Department has decided to extend the ‘Doubling Employment-Doubling Income’ program under ‘Saat Nischay-3’ for the next five years. This program will continue from the financial year 2026-27 to 2030-31, with an estimated expenditure of ₹430 crores approved for 2026-27.
Additionally, changes have been made to the enrollment process in the state’s industrial training institutes, allowing 50% of the total approved seats in private institutions to be filled through the Bihar Combined Entrance Competitive Examination Board. The General Administration Department has also approved the appointment of Special Secretary Sanjay Kumar on a contractual basis for one year, from August 1, 2026, to July 31, 2027.
The proposal from the Information Technology Department has also received approval. This includes signing an addendum to a tripartite memorandum of understanding related to the Right of Way granted by the state government for the National Optical Fiber Network established by the Government of India. The Energy Department has approved the creation of a total of 221 positions under the Bihar State Power Transmission Company Limited for various categories of electrical work, including Assistant Executive Engineers, Junior Engineers, Senior Technicians, and Technicians.
In a significant move under the Prime Minister’s Solar Home Scheme, the state government will provide financial assistance to residential consumers in addition to the central share. The state will offer up to ₹10,000 per kilowatt for a maximum of 2 kilowatts, and a total of ₹20,000 per consumer through direct benefit transfer. An estimated expenditure of ₹1,000 crores has been approved for this initiative over one year. The cabinet also granted post-facto approval for the previously issued orders regarding the purchase, sale, and transfer of land in greenfield satellite township areas.
In the field of higher education, the Bihar Student Credit Card Scheme for 2026-2031 will be strengthened. The scheme will be extended for the next five years, with an expenditure of ₹950 crores approved for the financial year 2026-27. Its aim is to provide comprehensive and accessible financial support to students pursuing higher education.
Furthermore, the cabinet has approved the transformation of over 300 single-teacher education institutions (B.Ed) into multidisciplinary degree colleges, in accordance with the National Education Policy 2020 and the guidelines of the National Council for Teacher Education. These cabinet decisions are expected to accelerate new initiatives in employment, skill development, higher education, energy, and urban infrastructure.
