Bihar Approves Establishment of Five New Private Universities

Patna, June 24: The Bihar government has approved the establishment of five new private universities. This decision was made during a cabinet meeting held on Wednesday. Among the universities approved is Shanza University in Madhubani, SA University in Ashok Nagar, Nawada, Himalaya University in Patna, and Sitayog University in Jasoiya Mor, Aurangabad.

Additionally, VV Giri University in Siwan has also received approval. The cabinet meeting, chaired by Chief Minister Samrat Chaudhary, approved a total of 45 proposals.

The meeting also sanctioned a memorandum of understanding between the Archaeological Survey of India, New Delhi, and the Archaeology Directorate of the Art and Culture Department of Bihar, Patna. This agreement aims to restore, upgrade, and maintain national heritage sites and monuments under the Ancient Monuments and Archaeological Sites and Remains Act of 1958. The government believes this will enhance the preservation and development of tourist facilities at these significant archaeological sites.

Furthermore, administrative approval was granted for the construction of new court buildings in four districts. This includes the approval of ₹34.33 crores for 10 court buildings, an amenity building, and a lockup building in Maharajganj (Siwan), ₹53.02 crores for 20 court buildings in Motihari (East Champaran), ₹39.04 crores for 15 court buildings in Begusarai, and ₹38.38 crores for 10 court buildings, an amenity building, and a lockup building in Rajouli (Nawada).

The cabinet also approved the Industrial Relations (Bihar) Rules, 2026, as well as the Social Security (Bihar) Rules and the Livelihood Security, Health, and Working Conditions (Bihar) Rules from the Labour Resources and Migrant Workers Welfare Department.

Additionally, the meeting approved the Labour Code (Bihar) Rules, 2026, and the Bihar State Teacher Transfer Rules, 2026, to regulate the transfer of teachers from primary to higher secondary schools.

Moreover, the cabinet provided post-event approval for a judicial inquiry into the police action that occurred on June 17 in Bilauti village under Shahpur police station in Bhojpur district. This inquiry will be led by Justice Vinod Kumar Sinha, a retired judge of the Patna High Court.

Chief Minister Samrat Chaudhary had previously announced this judicial investigation. The cabinet also approved the repeal of Rule 69(2) of the Bihar Travel Allowance Rules, 1949. Furthermore, an MoU has been sanctioned to secure a long-term loan of ₹1 lakh crores for the development of a greenfield satellite township with HUDCO.
