
Guwahati, February 18: Assam Chief Minister Himanta Biswa Sarma launched the Provincialization Management System (PMS) portal on Wednesday. The government described this initiative as a transparent and decisive step towards resolving long-pending issues related to the provincialization of venture educational institutions and their staff.
While unveiling the digital platform at the Lok Seva Bhawan, Sarma stated that the PMS portal will operate under the Assam Education (Provincialization of Teachers’ Services and Reorganization of Educational Institutions) Act, 2017, which was amended in 2025. This portal will simplify the application process for teaching and non-teaching staff of non-provincialized venture schools and colleges, facilitating monitoring and processing.
The Chief Minister emphasized that this initiative is crucial for both governance reform and welfare measures. The portal will create a centralized database for venture institutions and their employees, aiming to eliminate the confusion and alleged irregularities that have hindered the provincialization process for decades.
Sarma shared that since 2011, under the BJP government, over 50,000 teachers at primary, secondary, and college levels have been incorporated into government services in various phases. He noted that the launch of the PMS portal marks the third and most significant phase of this initiative.
However, the Chief Minister acknowledged that not all applicants may qualify under the current regulations. He assured that the process will remain entirely transparent and adhere to established rules.
Additionally, he mentioned the introduction of the ‘Gurudakshina’ scheme, announced in the vote-on-account budget presented on February 17. This scheme will provide financial assistance to individuals whose services the state government can no longer directly offer.
To aid these individuals in competing for other government jobs, a special marking system will be developed. Sarma clarified that only institutions established before January 1, 2006, will be eligible for this scheme. Applicants will need to submit accreditation certificates, land documents, academic performance records, and staff credentials.
The Chief Minister called for cooperation from all stakeholders, reaffirming the government’s commitment to securing the future of venture institution employees while maintaining legal and administrative discipline.
Present at the launch were Education Minister Ranoj Pegu, senior officials, and representatives from the education board. This move is seen as a strategic effort to strengthen teacher support ahead of significant political events in the state.
