Suspended IAS Officer Alleges Excessive Interference by Kerala Chief Secretary

Thiruvananthapuram, December 8. Suspended IAS officer N Prashant has made serious allegations against Kerala Chief Secretary Dr A Jayathilak. Prashant claimed that Jayathilak issued government orders without informing the concerned minister, ignoring rules and procedures, which is a clear violation of the Rules of Business.

In a statement released on social media on Monday, Prashant said this was not an isolated incident but part of a broader pattern of administrative overreach. Referring to recent media reports, he alleged that Jayathilak independently issued orders without sending files to the departmental minister.

Prashant further accused that in a case related to Dr B Ashok, the file was sent to the Chief Minister only after questions were raised in court.

He recalled that when Jayathilak was posted in the SC/ST department, the then minister K Radhakrishnan closely monitored file movements. However, during the minister’s absence due to election campaigning, Jayathilak allegedly attempted to push through “illegal actions” as if he were the minister himself.

According to Prashant, disciplinary action against him began because he opposed these “illegal decisions.”

He also stated that on March 16, 2024, IAS officer Gopalakrishnan was appointed CEO of the Ennati Mission without the knowledge of the departmental minister or the Chief Minister. Government records show Jayathilak played a role in this appointment and the related file transfers.

Prashant cited media reports claiming that the files later went missing.

He referred to conversations among secretariat staff, alleging that Jayathilak often issued arbitrary orders in departments with limited administrative experience. He cited the controversial order related to tree cutting in Muttill as an example.

Prashant said that orders issued without legal authority have no legal validity and will not hold up in judicial review. He demanded the cancellation of all such orders and initiation of legal proceedings.

In conclusion, he sharply criticised the growing tendency in bureaucracy to gain political power through sycophancy, which he said undermines the ethical foundation of civil services.
