Speaker Om Birla Appeals to MPs to Uphold the Dignity of Parliament

New Delhi, March 15: Lok Sabha Speaker Om Birla has issued an open letter to all Members of Parliament, urging them to maintain the dignity and decorum of the Parliament. He emphasized that Parliament is the highest democratic institution in the country, representing the aspirations of 1.4 billion Indians, and its premises should be regarded as a sacred space for all.

Birla stated, “The Parliament of India represents the sovereign aspirations of the nation’s 1.4 billion citizens. Every voice expressed within Parliament reflects the hopes, dreams, and expectations of millions. The Parliament House is a sacred space for all of us. This House embodies discussion, dialogue, agreement, disagreement, and a variety of perspectives. It has always maintained a high standard of dignity and glorious tradition. As members of the highest democratic institution, it is our enhanced responsibility to uphold the dignity and reputation of all democratic institutions in the country.”

He continued, “As the Speaker of the Lok Sabha, I write this letter not merely as a formal communication but as a reflection of our shared responsibility towards our democratic system. Recently, some esteemed members have undermined the dignity and reputation of our parliamentary democracy both inside and outside the House. The type of banners, placards, and signs displayed, along with the language used and the behavior exhibited, is a matter of deep concern for all of us. We must engage in serious reflection and analysis, both individually and collectively, regarding this situation.”

Birla pointed out that there has always been a glorious tradition of dignified discussions in our House. In the past, whenever there has been a lapse in conduct, conferences have been organized by all political parties and stakeholders to discuss the preservation and enhancement of our democratic institutions’ dignity and reputation. This topic has also been addressed in meetings of presiding officers, where resolutions were passed. I have repeatedly urged you in meetings with the Business Advisory Committee and leaders of political parties to maintain high standards of conduct and behavior.

In his appeal, he said, “I humbly request that our conduct is observed by the entire nation, and the message from the Indian Parliament extends to all democratic institutions in the country. It is time for us to engage in serious contemplation and introspection to uphold the high dignity and reputation of our democratic institutions. Particularly, the top leadership of all political parties and leaders from all parties in the House must make special efforts to ensure discipline and high moral conduct within the House and its premises.”

He concluded, “If we all work together in this direction, the public’s faith in parliamentary democracy will undoubtedly strengthen, and the reputation and dignity of the House will continue to grow. I trust that you all will fully cooperate in maintaining the glorious traditions of this esteemed institution.”
