Jaipur, July 28: Amidst political turmoil regarding the NEET paper leak case, the issue of the 2021 REET paper leak has resurfaced in Rajasthan. Dr. Kirori Lal Meena, a minister in the Rajasthan government, has written to Union Home Minister Amit Shah, urging a central agency investigation into the alleged paper leak incidents that occurred during the previous Congress government.
In his letter to Minister Shah, Meena named former Education Minister Govind Singh Dotasra and former Technical Education Minister Dr. Subhash Garg. He also made serious allegations against officials from the Chief Minister‘s Office (CMO), former officials of the Rajasthan Public Service Commission (RPSC), and individuals associated with the Rajiv Gandhi Study Circle.
Meena accused the previous Congress government of engaging in “institutional manipulation” that jeopardized the future of unemployed youth. According to him, 17 out of 18 major competitive exams conducted during the Congress party’s five-year term saw systematic leaks of question papers.
The letter further alleges that a former Congress minister amassed around ₹40 crore through a paper leak syndicate, which was reportedly used to finance his son’s political and personal projects in Sikar. However, the letter does not disclose the name of the former minister.
Dr. Meena submitted this letter to the Union Home Ministry, along with confidential documents, photographs, and other evidence. The letter claims that the Rajiv Gandhi Study Circle was established at the behest of Sonia Gandhi and alleges direct links between its senior officials and Congress leadership. Meena asserted that many paper leak cases, including the REET-2021 exam, could be traced back to individuals connected with this organization.
Questioning the integrity of the REET-2021 exam process, Meena alleged that the Board of Secondary Education, Rajasthan, compromised established procedures under pressure from the then Education Minister, RPSC Chairman, and senior officials when awarding the contract for printing question papers to a Kolkata-based printing press.
According to the letter, the printing press allegedly did not have the authority to handle such confidential work. Nevertheless, Meena claims it was awarded the contract for the second consecutive time, bypassing established rules. In his letter, Meena also expressed disappointment over the slow progress of the Enforcement Directorate (ED) investigation, despite substantial evidence being available.
He mentioned that he had previously met Prime Minister Narendra Modi to discuss the alleged paper leak scam, claiming that the case was sent to the ED only after directives from the Prime Minister’s Office (PMO). He has urged Home Minister Amit Shah to direct central agencies, including the ED and CBI, to promptly investigate the alleged mastermind behind the paper leak syndicate. Meena stated that a dossier containing documents, photographs, and other evidence has been submitted to the Union Home Ministry.
