Punjab Congress President Amarinder Singh Raja Warring Criticizes State Government Over Court Order Contempt

Chandigarh, August 18: Punjab Congress President Amarinder Singh Raja Warring has launched a scathing attack on the state government regarding an order issued by the Finance Department. He alleges that there is an attempt to undermine the directives of the Punjab and Haryana High Court.

Warring took to the social media platform X to share a letter from the Punjab government’s Finance Department, stating, “This is disgraceful. It is unprecedented that the Punjab Finance Department is trying to effectively overturn the High Court’s orders related to the payment of Dearness Allowance (DA) for government employees.”

He pointed out that the Finance Department has issued a general order to all departments, instructing them not to implement any court orders without prior approval from the Finance Department until a general directive is issued. Warring raised the question, “Will court orders now only be enforceable after the Finance Department’s approval? The order issued today certainly suggests that.”

The letter shared by Warring was released by the Finance Department on August 17, 2026. It instructs all special chief secretaries, additional chief secretaries, finance commissioners, principal secretaries, and administrative secretaries to comply with the directives.

The letter states that complete information regarding civil writ petition number “Nirmal Singh Dhanoa & Others vs. State of Punjab & Others” and related cases, as well as subsequent Letters Patent Appeals (LPAs), should be sent to the Finance Department.

According to the order, details of all cases related to boards, corporations, and other entities must also be provided. The most critical instruction states that “no such order shall be implemented without prior approval from the Finance Department, or until general directives are issued, whichever comes first.”

The letter further emphasizes that all administrative departments must ensure strict compliance with these instructions immediately.
