New Delhi, September 12 (Daily Kiran) : Prime Minister Narendra Modi on Saturday emphasized the need for a robust roadmap to strengthen BRICS and ensure a more significant role for the Global South in global decision-making. Speaking at a BRICS session in New Delhi focused on “Inclusive Global Governance and Strengthening Multilateralism,” he stated, “Along with strengthening BRICS, we must also chart a path for global reforms.”
Modi pointed out that the current global governance structure resembles a pyramid, where power and decision-making are concentrated at the top. Countries at the lower levels are affected by decisions but lack the ability to influence them. He highlighted that this imbalance is particularly evident for the Global South, which finds itself at the center of global crises yet excluded from decision-making centers.
Calling for fundamental changes in the structure of global governance, Modi urged that the existing “privilege pyramid” must transform into a platform for partnership. He stressed, “The message of this BRICS summit hosted by India should be clear: if our future is shared, the right to shape that future must also be shared. From voice to influence, from privilege to partnership, this should be BRICS’s guiding resolution at this time.”
To this end, Modi proposed that member nations collaborate to develop ten proposals for global governance reform, aiming to shape them into a BRICS reform roadmap by the next summit. This initiative signifies a concrete step towards establishing a reform agenda for a new global order ahead of the upcoming leaders’ summit.
The Prime Minister underscored the importance of ensuring that every country’s voice is heard, each member has a stake, and that global development remains centered on international cooperation. He focused on three key aspects for the roadmap: representation, accountability, and rule-making.
Elaborating on the concept of representation, Modi stated that reforms in the United Nations Security Council can no longer be postponed. Discussions on this matter should be linked to a specific timeline and clear outcomes. Similarly, voting rights, leadership positions, and policy priorities within financial institutions should align with current economic realities. Countries driving global economic growth should also play a significant role in shaping global economic governance.
Regarding accountability, Modi advocated for creating a “Seafarers Emergency Support Network” to enhance the speed, level, and impact of collective responses. On the issue of rule-making, he stressed the importance of ensuring equal participation in establishing rules that determine future global development. Technologies such as artificial intelligence, cyberspace, outer space, and biotechnology not only create opportunities for the future but also shape its rules.
