New Delhi, August 12: Amid significant uproar from the opposition, the Lok Sabha approved the central government’s proposal to send the ‘Foreign Contribution (Regulation) Amendment Bill, 2026′ (FCRA Bill) to the Joint Parliamentary Committee (JPC). Congress MP KC Venugopal stated on Wednesday that instead of forcing the bill through amidst the chaos, the government is opting to send it to the JPC.
Speaking to reporters outside Parliament, Venugopal remarked that the bill was introduced at the last minute, with the session set to conclude tomorrow. He noted that they received a message from the Lok Sabha Secretariat at noon indicating that Home Minister Amit Shah would present the bill. However, Shah was absent, and a minister proposed sending it to the JPC instead.
Venugopal emphasized their demand for the bill to be withdrawn, questioning the purpose of passing it. He pointed out the contradiction where the RSS receives donations globally through registration, while minority organizations and those working in health and education are being targeted. This situation is unacceptable.
On Wednesday, amidst heavy opposition, the Lok Sabha approved the proposal to send the ‘Foreign Contribution (Regulation) Amendment Bill, 2026’ to the Joint Parliamentary Committee (JPC). This committee will consist of 21 members from the Lok Sabha and 10 from the Rajya Sabha.
The proposal included in the supplementary list of proceedings states, “The committee will submit its report to this House by the last day of the first week of the winter session of 2026. Additionally, the rules and procedures related to parliamentary committees will apply, allowing the Speaker to make changes or amendments. The House recommends that the Rajya Sabha join this Joint Committee and inform this House of the names of its members selected for the committee.”
Union Minister of State for Home Nityanand Rai presented the proposal to send the ‘Foreign Contribution (Regulation) Amendment Bill, 2026’ to the JPC.
