Om Birla to Inaugurate Two-Day Orientation Program for West Bengal Assembly Members

New Delhi, July 2: Lok Sabha Speaker Om Birla will inaugurate a two-day orientation program for newly elected members of the West Bengal Assembly in Kolkata on Friday.

West Bengal Chief Minister Suvendu Adhikari, Union Minister of Parliamentary Affairs and Minority Affairs Kiren Rijiju, Deputy Chairman of Rajya Sabha Harivansh, Leader of the Opposition in the West Bengal Assembly Ritabrat Banerjee, and other members will attend the inaugural session. The Speaker of the West Bengal Assembly, Rathindra Bose, will deliver the welcome address, and the state’s Minister of Parliamentary Affairs, Shankar Ghosh, will present the vote of thanks.

The orientation program will feature a series of technical sessions focusing on key aspects of legislative work. Topics include “How to be an Effective Legislator; Parliamentary Traditions, Practices, and Etiquette for Members,” “Ensuring Executive Accountability through Questions and Other Procedural Means in Legislatures,” “The Committee System of the Indian Parliament,” “Legislative Processes including Private Member Bills,” “Financial Work and Budgetary Processes in Parliament,” “Parliamentary Privileges and Ethics,” and discussions on the “National E-Legislature Application (NeVA).”

These sessions will be chaired and addressed by presiding officers from various state legislatures, parliament members, constitutional experts, and senior parliamentary specialists from across the country. The program aims to promote the exchange of ideas and best practices while enhancing participants’ understanding of legislative processes, parliamentary institutions, and democratic governance.

The orientation program will conclude on July 4 with a closing address by West Bengal Governor R.N. Ravi in the historic chamber of the West Bengal Assembly. This session will also feature speeches from Lok Sabha Speaker Om Birla, Haryana Governor Ashim Kumar Ghosh, Deputy Chairman of Rajya Sabha Harivansh, and West Bengal Assembly Speaker Rathindra Bose.

The event is organized by the Parliamentary Research and Training Institute for Democracies (PRIDE) of the Lok Sabha Secretariat in collaboration with the West Bengal Assembly. Its goal is to familiarize newly elected members with various aspects of parliamentary and legislative processes, including the committee system, financial oversight, parliamentary privileges, and digital initiatives in legislatures. The program will also provide an effective platform for dialogue, discussion, and the exchange of experiences among legislators, presiding officers, and parliamentary experts.
