NIA Files Charges Against Three ISIS-Linked Suspects in Bio-Terrorism Plot

New Delhi, May 6: The National Investigation Agency (NIA) has filed charges against three suspects linked to ISIS for plotting to spread poison in public spaces. According to the NIA, this was a jihadist bio-terrorism scheme aimed at targeting the general public with large-scale poisoning.

The main accused, Dr. Syed Ahmed Mohiuddin from Hyderabad, is joined by two others, Azad and Mohammad Suhail, both residents of Uttar Pradesh. The charges were filed in a special NIA court in Ahmedabad under various sections of the Unlawful Activities (Prevention) Act, the Biological Weapons Convention, and the Arms Act.

The investigation agency revealed that the suspects were operating under the direction of foreign ISIS handlers. They conspired to radicalize youth and spread terror in the name of jihad.

The plot involved the use of a dangerous biological chemical, a highly toxic substance derived from castor seeds, which is listed under the Chemical Weapons Convention.

This case was initially registered by the Gujarat Anti-Terrorism Squad (ATS) in November 2025 when Dr. Mohiuddin was arrested at a toll plaza with illegal weapons, four liters of castor oil, and other suspicious items.

On the same day, two other suspects were also apprehended. The investigation revealed that Azad and Suhail had transported money and weapons from a dead-drop site in Hanumangarh, Rajasthan, to Chhatral in Gujarat, where Mohiuddin collected them.

After taking over the investigation in January 2026, the NIA discovered that Mohiuddin, lured by promises from his handlers, attempted to convert his Hyderabad residence into a secret lab to produce ‘ricin.’

The inquiry also uncovered that the other two suspects were in contact with the handlers, utilizing funds linked to terrorism, conducting reconnaissance, and participating in the supply of illegal weapons.

Suhail has been identified as a crucial link in the conspiracy, managing weapons for the handlers and other suspects. He was involved in transporting weapons, conducting surveillance, and even preparing ISIS flags.

The NIA has stated that the investigation is ongoing, and the agency is actively searching for other individuals involved in this plot, including foreign handlers.
