New Delhi, September 5 (Daily Kiran) : The National Human Rights Commission (NHRC) has adopted a stringent stance regarding allegations of police brutality and torture in Punjab. This decision follows a complaint lodged by Rajya Sabha MP Tarun Chugh, which claims that Punjab police officers assaulted a victim and their family members while in custody, resulting in severe human rights violations.
According to the complaint, the victim was protesting against drug issues in Punjab by displaying a black flag during Chief Minister Bhagwant Mann’s “Lok Milni” event in the village of Sheron. Subsequently, the individual was reportedly taken into police custody.
A bench led by NHRC member Priyank Kanungo reviewed the case. The bench has instructed the Chief Secretary of Punjab, the Director General of Police (DGP), the Superintendent of Police (SP) in Sangrur, and the District Magistrate (DM) of Sangrur to conduct an immediate investigation. They must submit a detailed Action Taken Report (ATR) within two weeks.
The NHRC also mandated that a medico-legal examination of the victim be conducted without delay. Additionally, the commission ordered the preservation of CCTV footage from the police premises, ensuring it remains intact, and a certified copy should be submitted on a pen drive.
Authorities have been directed to present reports on the First Information Report (FIR), custody records, details of all police personnel involved in the custody and interrogation, and allegations pertaining to the victim’s family members.
Furthermore, the NHRC has emphasized the immediate safeguarding and preservation of all medical records, CCTV footage, police records, electronic data, and other physical evidence linked to the incident.
