New Transfer Policy Approved for State Employees in Uttar Pradesh

Lucknow, May 5: The Cabinet meeting chaired by Uttar Pradesh Chief Minister Yogi Adityanath on Monday approved several significant proposals. The decisions focus on boosting the local economy, providing relief to farmers, enhancing youth skill development, and strengthening infrastructure. A key initiative is the ‘One District-One Cuisine’ (ODOC) scheme, aimed at developing a new identity for the state.

Additionally, the Cabinet has approved a new transfer policy for government officials and employees. Under this policy, all transfers must be completed by May 31, 2026.

According to the policy, Group ‘C’ and ‘B’ officers who have completed three years in a district or seven years in a division will be mandatorily transferred. However, the duration of service in the head office or divisional office will not be included. The maximum tenure in a divisional office will be three years. Transfers for Group ‘C’ and ‘B’ officials will be capped at 20% of the total working officials in their respective categories, while for Group ‘D’ and ‘E’ personnel, it will be limited to 10%.

Transfers for Group ‘B’ and ‘C’ will be conducted through a merit-based online system, and strict adherence to rules for Group ‘D’ personnel will be enforced.

Provisions have also been made for the convenience of parents of differently-abled children, priority postings in aspirational districts, and mandatory approval from the Chief Minister for transfers of Group ‘B’ and ‘C’ officials through ministers.

To improve the quality of work in the Public Works Department (PWD) and curb unhealthy competition, the Cabinet approved a new tendering process. For projects costing over 5 crores, the Standard Bidding Document (SBD) will be used, while the T-1 and T-2 systems will apply to projects under 5 crores. Contractors who bid significantly lower than the estimated cost will be required to provide additional performance security. Before selecting contractors who bid 15% lower, the quality of their ongoing and completed works will be assessed. This system aims to enhance transparency and ensure effective control over contractors compromising on quality.

The Cabinet has also made a crucial decision to increase compensation for farmers affected by high-tension power lines. Land falling under towers will now receive 200% compensation, while land directly under the lines will receive 30%. This will provide farmers with an overall benefit increase of 21% to 33%.

Under the Sant Kabir Textile and Apparel Park scheme, the state plans to develop ten textile parks using the land of defunct spinning mills. The Cabinet approved the free transfer of 251.8 acres of land from four spinning mills to the Handloom and Textile Department. This initiative is expected to create significant employment opportunities and promote industrial activities.

In Lucknow, a project worth 546.51 crores has been approved for the construction of a six-lane road from the Raitha underpass to the PM Mitra Textile Park, along with the widening and strengthening of the road from IIM to the Raitha underpass. This will enhance connectivity to the textile park, promote industrial growth, and reduce logistics costs.

Other important decisions made by the Cabinet include a 35 crore plantation campaign (with a budget of 147 crores), deployment of one OTD fellow (economic development) and one OTD fellow (data analysis) in each district under the One Trillion Dollar CM Fellowship program, enforcement of the Uttar Pradesh Private Universities Act 2019 for the approval of new private universities, establishment of the Private Amardeep University in Firozabad, and extension of the tenure for High Court Research Associates from two to a maximum of three years.
