Major Disciplinary Action in Abhyudaya Scheme Recruitment Scandal

Lucknow, February 13: The Uttar Pradesh government has taken significant action following serious irregularities in the recruitment process for course coordinators under the Chief Minister Abhyudaya Scheme. Sunil Kumar Bisen, the Joint Director of the Social Welfare Department, has been suspended amid allegations of negligence and rule violations. A departmental inquiry has also been initiated against him.

During the suspension period, he will remain attached to the directorate and will receive a subsistence allowance as per regulations. According to departmental sources, a confidential complaint regarding the recruitment irregularities was received by Asim Arun, the Minister of State for Social Welfare (Independent Charge). An investigation based on this complaint revealed severe flaws in the selection process, prompting the current actions.

The minister emphasized that no one would be spared in cases of corruption and negligence, and strict measures will continue to be implemented to ensure transparency. The investigation found that the original documents of candidates were not properly verified against the records. Essential documents related to interviews and selections were missing from the departmental files. There was also no formal record of interviews and verifications conducted by the committees established to oversee the selection process.

Furthermore, the recommendation for selections based on questionable documents raised serious concerns about the scheme’s transparency. It is noteworthy that complaints regarding irregularities in the recruitment of course coordinators, appointed through outsourcing in coaching centers operating under the Abhyudaya Scheme, were filed on October 29, 2025.

The inquiry revealed that passing the UP PCS main examination was mandatory for the course coordinator position; however, several ineligible candidates were appointed. Out of 69 candidates investigated, only 21 were found eligible. The departmental inquiry process has commenced, and indications of further action against those responsible have been made.
