Karnataka Deputy CM D.K. Shivakumar Defends Guarantee Scheme Amid Rich Citizens Opting Out

Bengaluru, February 27: Karnataka’s Deputy Chief Minister D.K. Shivakumar stated on Thursday that there is nothing wrong if wealthy individuals choose to opt out of the state’s guarantee scheme voluntarily. He emphasized that the government will not discontinue any of its programs.

Shivakumar addressed media inquiries at the Vidhana Soudha. He remarked, “If affluent individuals decide to leave the guarantee scheme on their own accord, it is perfectly acceptable. Government employees and those working in major IT firms have informed us that they do not require the benefits of the guarantee scheme.”

Responding to speculation about the potential discontinuation of guarantee schemes, Shivakumar asserted that there is no proposal to halt them under any circumstances.

He highlighted issues with the scheme, noting, “In some cases, funds from the guarantee scheme have been deposited under the names of deceased individuals. Even ration rice is being withdrawn in the names of the deceased. However, this problem does not arise with the Gruha Jyoti scheme.”

Shivakumar stressed the need to address the misuse of funds linked to deceased individuals, stating that significant amounts have been withdrawn under such names. He acknowledged that the government is facing challenges in identifying deceased individuals and discussions are ongoing to resolve this issue.

When asked about comments made by some ministers suggesting that wealthy citizens should remain outside the guarantee scheme, Shivakumar mentioned that some beneficiaries have expressed that they do not need such benefits.

He added, “Some affluent individuals have indicated that they do not require these benefits. They have also made similar comments regarding the provision of 200 units of free electricity. We are reviewing this matter.”

Shivakumar urged the media not to misinterpret his statements. He reiterated, “I have clearly stated that under no circumstances will any guarantee scheme be discontinued. Despite challenges, we continue to provide the guarantee scheme.”

He also dismissed claims that expenditures on the guarantee scheme are hindering development projects. He concluded by stating, “In this budget, our government will announce several development projects.”
