Bengaluru, July 15: Karnataka Chief Minister D.K. Shivakumar announced on Wednesday that his government is committed to ensuring full ownership rights for property owners and addressing long-standing issues faced by apartment residents in Bengaluru.
During discussions with representatives from apartment associations regarding the proposed ‘Karnataka Apartment (Ownership and Maintenance) Bill, 2026′, Shivakumar emphasized the government’s aim to transform Bengaluru into the “Heart of India” and ensure that citizens’ voices are reflected in administration.
Seeking public feedback on the proposed legislation, he invited suggestions and objections to be sent to Bengaluru Development Minister Krishna Byre Gowda by August 6.
“This bill is being introduced to protect the interests of property buyers. We welcome all suggestions and ideas that fall within the scope of the law,” he stated.
The Chief Minister acknowledged that the government is fully aware of the challenges faced by property owners. “Those who purchase property should have complete rights over it. The voice of the people should become the voice of the government,” he added.
Shivakumar mentioned that the state government has received positive responses regarding its proposed ‘Land Guarantee’, which aims to safeguard property owners’ rights.
He noted that buying a home is a significant achievement for most families and that the government understands the challenges citizens face during various stages, such as registration, documentation, and possession.
“People work hard throughout their lives to build homes. It is not an easy task. Our goal is to ensure they can fully benefit from the properties they purchase with their earnings,” he said.
Referring to the government’s efforts to digitize land and property records, the Chief Minister highlighted the arrival of the ‘e-Khata Revolution’ in Karnataka.
“In Bengaluru, out of 4 million properties, e-Khata has been issued for 2.6 million properties. There is no other system like this anywhere in the country. We have brought e-Khata services to people’s doorsteps,” he stated.
Shivakumar also mentioned that the government has implemented reforms to address civic issues in apartment complexes, such as sewage treatment plants and drinking water supply. Initiatives like groundwater recharge and the Cauvery Phase Five project are being implemented to improve water availability.
He acknowledged that some developers have created difficulties in transferring property documents and said the government would engage with them to simplify the transfer process.
Reiterating the government’s commitment to decentralization, he mentioned a proposal to create five municipalities to enhance the ‘Ease of Doing Business’ and governance in Bengaluru.
“We are committed to resolving issues around the airport, Electronic City, and large apartment clusters. Decentralization of power is one of our government’s priorities,” he said.
The Chief Minister stated that the government is making solid efforts to tackle Bengaluru’s long-standing infrastructure challenges.
“Bengaluru has 13.5 million vehicles. The government has spent ₹4,000 crores solely on filling potholes and improving road infrastructure,” he noted.
He also mentioned that the government is focusing on redevelopment projects and assisting economically weaker sections in building homes.
Shivakumar emphasized the need for high-rise developments in the city and referenced major infrastructure projects, including the 132-kilometer Peripheral Ring Road, also known as the Bengaluru Business Corridor.
“Compared to other states, Karnataka offers one of the highest compensation packages for land acquisition to farmers,” he added.
Highlighting Bengaluru’s growing global appeal, Shivakumar noted that international investors view the city as an attractive destination.
“Leaders from around the world are keeping an eye on Bengaluru. Property prices here are lower compared to cities like Mumbai, which is why investors are drawn to the city. During my visit to Davos, many investors expressed interest in investing in Bengaluru,” he said.
He also mentioned that the proposed second airport for Bengaluru would further strengthen the city’s position as an investment hub.
Responding to a question from apartment owners, Shivakumar stated that the government is seriously considering making rainwater harvesting mandatory in apartment complexes across the state.
The event was attended by Minister Krishna Byre Gowda, Byrathi Suresh, K.J. George, BDA Chairman N.A. Harris, and Apartment Association President Rajiv Gowda.
