Jaipur, October 13 (Daily Kiran): Union Home and Cooperation Minister Amit Shah on Monday said that the implementation of India’s three new criminal justice laws marks the biggest reform of the 21st century, paving the way for the world’s most modern justice system. Shah expressed confidence that the new laws would speed up pending cases, ensuring that justice is delivered within a fixed timeframe instead of years.

Speaking at the State-Level Exhibition on New Criminal Laws at the Jaipur Exhibition and Convention Centre (JECC), Sitapura, Shah said the government aims to ensure justice within three years of any FIR reaching the Supreme Court under the new legal framework by 2027.
During the event, Shah also participated in several state initiatives — including the groundbreaking of MoUs worth ₹4 lakh crore under the Rising Rajasthan Global Investment Summit 2024, the inauguration of projects worth ₹9,315 crore, and the transfer of ₹260 crore for school uniforms and ₹364 crore in milk subsidies to dairy producers.
He also launched the 150-unit free electricity registration scheme and flagged off vehicles related to women’s safety and forensic science services.
“Justice, Not Punishment, Is the Focus”
Highlighting the progress under the new laws, Shah said that within a year of partial implementation, over 50% of cases across India now have charge sheets filed on time, and this rate is expected to reach 90% next year. He noted that millions of police officers, judicial staff, prison officials, and FSL personnel have already been trained under the new system.
The new process will enable accused persons to attend court hearings via video conferencing, saving both time and resources, while significantly reducing custody escape incidents.
To support scientific investigations, Shah said the government established the National Forensic Science University (NFSU) in 2020, which is now expanding nationwide. The new laws define terrorism, mob lynching, organised crime, and cybercrime with greater clarity.
He added that time-bound provisions have been introduced at 29 different points — such as mandatory updates to victims within 90 days and charge sheet filings within 60–90 days. Trials can now proceed even in the absence of the accused, ensuring no delay in justice.
According to Shah, Rajasthan’s conviction rate, which was 42% earlier, has already increased to 60%, and is expected to touch 90% once the laws are fully enforced.
Tax Relief and Farmer Benefits
On economic matters, Shah said that Prime Minister Narendra Modi had recently announced major GST relief on over 395 essential items, reducing tax rates from 28%, 18%, and 12% to 5% or zero. He urged citizens to celebrate a “Swadeshi Diwali” by purchasing Indian-made products.

For farmers, Shah announced that the government had decided to procure pulses like tur and urad at 100% of MSP through NAFED and HCF, a move aimed at achieving self-sufficiency in pulse production.
Shah concluded by reaffirming that the new criminal codes are built not on punishment, but on justice, adding that Prime Minister Modi’s government believes in delivering on its promises through concrete actions.
