
New Delhi, March 9: The Cabinet has approved the PM-Setu scheme to enhance the overall quality and relevance of vocational training in the country. This initiative aims to promote skill development and employment transformation under the Prime Minister’s Skill Development Program.
The primary objectives of this scheme include improving training quality at Industrial Training Institutes (ITIs) and National Skill Training Institutes (NSTIs), modernizing infrastructure and equipment to meet industry standards, and launching industry-aligned long-term and short-term courses in new and emerging sectors. It also seeks to strengthen industry relationships for demand-driven skills and better employment outcomes, as well as enhance the training capacity of NSTIs for instructor training.
The scheme comprises two components. The first involves upgrading 1,000 government ITIs (200 hub ITIs and 800 spoke ITIs) using a hub-and-spoke model. This upgrade will include smart classrooms, modern laboratories, digital content, and new courses tailored to industry needs.
The second component focuses on enhancing the capacity of five NSTIs located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana. This will establish national centers of excellence for specific skills with an emphasis on advanced training for instructors in collaboration with global partners.
The PM-Setu scheme aims to improve employment outcomes through industry-led governance. It indirectly supports learners, including early-stage businesses and first-time entrepreneurs, by providing access to industry-relevant skills, real work environments, and robust institutional systems. This includes career guidance, placement assistance, and self-employment support.
Industry-led Special Purpose Vehicles (SPVs) will lead the upgrades under this scheme. They will be able to propose necessary interventions related to course restructuring, training delivery models, infrastructure upgrades, industry engagement, and job or self-employment facilitation, in line with local industry needs and the scheme’s guidelines.
The implementation of this scheme will be monitored by a National Steering Committee (NSC) comprising representatives from the central government, state governments, and industry partners. This committee will provide policy guidance. Additionally, State Steering Committees (SSCs), chaired by the Chief Secretary of the respective state or Union Territory, will oversee progress at the state level. The scheme also includes provisions for regular monitoring, performance reviews, and third-party evaluations to ensure effective implementation and desired outcomes.
