Bihars Strict Liquor Ban Enforcement Leads to Over 1.1 Million Cases in 10 Years

Patna, April 27: The Bihar Department of Prohibition, Excise, and Registration has released a comprehensive report on the enforcement of the liquor ban in the state.

According to Bihar’s Deputy Chief Minister and Prohibition Department head, Bijendra Prasad Yadav, from April 1, 2016, to March 31, 2026, a total of 1,137,731 cases related to liquor prohibition were registered. Of these, 560,639 cases were recorded by the Excise Department, while 577,092 cases were filed by the police.

Yadav stated, “In the past ten years, 1,718,058 individuals have been arrested for liquor-related offenses. Authorities seized a total of 48.3 million liters of alcohol, including 24.2 million liters of local and 24 million liters of foreign liquor. Approximately 98 percent of the seized alcohol, around 47.3 million liters, has already been destroyed. Since January 2022, extensive monitoring and campaigns have been conducted to enforce the liquor ban.”

The Deputy Chief Minister highlighted that over 164,000 raids were conducted with the assistance of drones, resulting in 8,834 cases and the arrest of 5,090 individuals. Additionally, more than 80,000 raids were carried out using motorboats in waterways and river areas, leading to the seizure of over 1.6 million liters of alcohol, showcasing action in remote regions.

He further mentioned that between January 2023 and March 2026, 178,000 cases were registered at various checkpoints, with 292,000 individuals arrested. During this period, 12,391 vehicles were seized at these checkpoints, totaling over 167,000 vehicles confiscated in liquor-related cases. Of these, 80,207 vehicles were auctioned, generating approximately ₹357.21 crores in revenue.

Moreover, 25,232 vehicles were released upon payment of fines, contributing an additional ₹101.24 crores to the state treasury. More than 50 percent of cases registered in special excise courts have been resolved, with a 99 percent conviction rate, indicating a high success rate in prosecutions.

The Deputy Chief Minister added, “A total of 84 checkpoints have been established, including 67 interstate checkpoints. These checkpoints operate 24/7 and are equipped with CCTV surveillance systems. Handheld scanners are used to inspect vehicles to prevent the movement of illegal liquor. 80 excise police stations are active, utilizing modern tools such as drones, motorboats, sniffer dogs, and breath analyzers to enhance enforcement capabilities.”

He also noted that under the government’s ‘Chief Minister Neera Promotion Scheme,’ efforts are being made to promote Neera as a healthy and legal alternative to traditional Toddy. During the 2025 Toddy season, a total of 20.2 million liters of Neera was produced, with approximately 20 million liters sold, reflecting its widespread acceptance and market demand. This scheme currently provides employment to 9,142 Toddy producers and 9,712 tree owners, offering them a sustainable source of livelihood. Concurrently, under the ‘Sustainable Livelihood Scheme,’ 45,994 families associated with the liquor and Toddy trade have been rehabilitated and provided with alternative employment opportunities. These families have received ₹195.50 crores in financial assistance, aiding their transition to stable and legal income sources.

The department stated that the liquor ban laws are being effectively enforced across the state through the integration of modern technology, strict monitoring mechanisms, and continuous enforcement campaigns.
