Guwahati, June 18: Debabrata Saikia, a former leader of the opposition and ex-legislator in Assam, has urged the Assam Human Rights Commission (AHRC) to investigate a recent incident involving a couple allegedly assaulted by a mob in the Kona River area of the Chauldhowa police station in Lakhimpur district.
In a memorandum submitted to the commission’s chairman, Saikia described the incident as a “serious violation of human rights” and called for strict action against the perpetrators.
According to the memorandum, the couple was reportedly attacked by a group, subjected to public beating, and faced abusive language and humiliation. The complaint also alleges that the woman’s dignity was compromised, and their business establishment was vandalized, resulting in significant financial losses.
Saikia emphasized that this incident constitutes a grave violation of citizens’ rights to equality, freedom, personal security, and a dignified life as guaranteed under Articles 14, 19, and 21 of the Constitution. He stated that acts of mob violence, public humiliation, attacks on women, and damage to property undermine the rule of law and raise serious concerns about public safety.
The Congress leader requested the commission to take suo motu cognizance of the matter and demanded a detailed report from the Lakhimpur district police administration and the officer in charge of the Chauldhowa police station regarding the incident and police actions. He also appealed for a high-level and impartial investigation into the entire case.
In his memorandum, Saikia called for the immediate identification and arrest of all accused individuals, an inquiry into the alleged negligence of police or administrative officials, and interim compensation of at least 500,000 rupees for the victimized couple.
Additionally, he sought compensation for the damage to the couple’s business, protection for the victims and witnesses, free medical services, psychological counseling, and legal assistance.
The memorandum also urged the Assam Human Rights Commission to recommend policy measures to prevent the recurrence of mob violence in the state and to enforce law and order more stringently.
