New Delhi, June 26: Union Home and Cooperation Minister Amit Shah chaired the 10th high-level meeting of the Narco-Co-ordination Centre (NCORD) at Vigyan Bhawan in New Delhi on Friday. He launched the ‘Vision Document on Narcotics Control (2026-2029)’ and the ‘NCB Annual Report – 2025’, while also inaugurating the zonal offices of the Narcotics Control Bureau (NCB) in Jammu and Guwahati via e-inauguration. Additionally, he initiated the ‘Online Drugs Disposal Fortnight Campaign’, aiming to destroy over 209,500 kilograms of narcotics valued at more than ₹6,000 crores.
In his address, Amit Shah emphasized that India stands at a crucial juncture in the fight against narcotics. He stated that the next three years will determine whether addiction will prevail or if the nation will overcome it. He urged a united effort for the future of the country over the next century, stressing that this battle cannot be fought by a single department, state, or individual. All states and their respective departments must collaborate on a common platform. He highlighted the need to involve inspiring figures, the youth, and mothers in this fight for complete success.
Amit Shah noted that the drug problem transcends law enforcement and public health; it is intertwined with national security, social stability, economic interests, and the future of the youth. Achieving total victory over this issue should be a collective goal for all states in India.
He pointed out that drug trafficking, organized crime, narco-terror financing, and cross-border terrorist networks have created a narco-terrorism ecosystem. To safeguard internal security, the economy, and the future of the youth, India must achieve complete victory over this challenge. The methods employed by traffickers, such as drone-based drops, maritime containerized cargo, darknet, crypto payments, and order-to-delivery models, have complicated the fight against drugs. Narco offenders have become technologically empowered, presenting a multi-domain crime challenge.
Amit Shah stressed that the response to this difficult battle must be collective, organized, and based on a roadmap that is modern and intelligence-led. The approach should be technology-driven, and a ruthless, network-centric strategy is essential for overcoming this issue.
He called for a harsh stance against drug traffickers while advocating for a compassionate approach towards victims. He emphasized that goodwill is crucial for helping victimized children reintegrate into normal life, guiding them back on the right path.
Amit Shah also mentioned that the presentation made today clearly outlined the fight against drugs within four pillars, each with its sub-pillars, goals, and timelines. The plan will be reviewed in one year, redefined, and further advanced for the final two years of the battle.
The Union Home and Cooperation Minister announced the release of the NCB’s annual report and the inauguration of the NCB’s zonal offices in Guwahati and Jammu. To date, there have been 15,876 district-level NCORD meetings, 266 state-level meetings, and seven executive-level meetings, culminating in the 10th high-level meeting today. Chief Secretaries and police heads from all states are encouraged to focus on achieving results from NCORD meetings.
