
Kolkata, May 21: The West Bengal government has announced several restrictions for its employees across all levels. Under these new guidelines, employees are prohibited from making statements to the media, participating in television debates, disclosing government documents, and leaking critical information related to the state government.
A notification issued on Wednesday night by the Department of Personnel and Administrative Reforms, signed by Chief Secretary Manoj Agarwal, clarifies that these restrictions are enforced under existing regulations, including the All India Service Conduct Rules of 1968, the West Bengal Service (Duties, Rights, and Obligations of Government Employees) Rules of 1980, and the West Bengal Government Servants Conduct Rules of 1959.
These restrictions apply to all IAS officers, West Bengal Civil Service officials, West Bengal Police Service personnel, and other state employees, including those in correctional services, state-aided educational institutions, state-operated boards, municipalities, municipal corporations, and autonomous bodies under the state government.
The notification imposes a complete ban on any government employee participating in sponsored or privately produced media programs, or media programs sponsored by the Government of India but produced by external agencies, without prior permission.
Additionally, government employees are prohibited from sharing any documents or information directly or indirectly with the media without government authorization.
Other restrictions include a ban on contributing to the editing or management of any newspaper, magazine, or other publications without prior government approval, participating in radio broadcasts, or writing articles or letters for any newspaper or magazine.
The notification also states that no government employee may criticize any policy or decision of the central or state government through publications, discussions, statements, broadcasts, or contributions to the media.
Lastly, any publications, discussions, statements, broadcasts, or media contributions that could create tension between the state government and the central government, any other state government, or foreign governments are strictly prohibited.
