Washington, October 8 (Daily Kiran) : Vice President J.D. Vance stated on Thursday that the Trump administration aims to attract exceptional foreign talent, like Elon Musk, while ensuring that immigration programs do not replace American workers with lower-paid foreign employees.
During a press conference addressing visa fraud, Vance reaffirmed America’s commitment to welcoming individuals with outstanding skills but noted that the H-1B visa program has strayed from its original purpose. He emphasized the need for a careful selection process for foreign professionals.
Vance explained that immigration officials should apply two tests when considering applicants. The first test assesses whether the applicant can fill a position that no American worker can. The second evaluates whether the individual possesses extraordinary abilities. He posed the question, “Do they truly bring unique skills, capabilities, and work ethics?”
The Vice President highlighted that the administration is not opposed to the contributions of foreign professionals to American innovation and economic growth. He cited Musk and AMD CEO Lisa Su as examples of how exceptional international talent can make a significant impact.
However, Vance expressed concern that some employers misuse immigration programs to hire foreign workers for jobs that Americans could perform. He remarked, “Unfortunately, in most H-1B cases, we see individuals being brought in to replace American middle-class workers.”
In defending the administration’s decision to impose additional fees on H-1B applications, Vance argued that companies genuinely seeking top talent should be prepared to invest more in their recruitment efforts. He stated, “If you are truly bringing in a genius-level, super-specialized individual to the U.S., you should be willing to pay a bit more to secure that person.”
He added that the increased costs would deter employers primarily interested in hiring foreign workers to reduce wages. The H-1B program allows American employers to hire foreign professionals in specialized fields such as technology, engineering, and scientific research, provided they meet necessary qualifications and salary requirements.
This program is particularly significant for Indian professionals, who have historically made up a large portion of H-1B visa recipients. Thus, any changes in the administration’s stance on qualifications and hiring could have a substantial impact on Indian tech workers seeking jobs in the United States.
