Russian Deputy Prime Minister Denis Manturov Meets Prime Minister Modi to Discuss India-Russia Strategic Partnership

New Delhi, April 2: Russian Deputy Prime Minister Denis Manturov met with Prime Minister Narendra Modi on Thursday. The two leaders discussed the progress of India-Russia relations.

During the meeting, Manturov provided updates on various areas of mutual cooperation, including trade, economic partnerships, fertilizers, connectivity, and people-to-people relations.

They also talked about specific steps to implement agreements made during the 23rd bilateral summit held in New Delhi in December 2025.

Special emphasis was placed on strengthening the ‘special and privileged strategic partnership’ between Russia and India, focusing on trade, economy, investment, energy, and industrial cooperation.

Prime Minister Modi recalled President Putin’s visit to India for the annual summit in December 2025. He expressed satisfaction with the ongoing efforts from both sides to implement the summit’s outcomes, aimed at further solidifying the India-Russia strategic partnership.

Modi extended warm wishes to President Putin and expressed eagerness to maintain ongoing dialogue with him.

Upon his arrival in New Delhi on Thursday morning, Manturov received a warm welcome at Palam Airport.

The Ministry of External Affairs posted on social media platform X, stating, “A hearty welcome to Denis Manturov, First Deputy Prime Minister of the Russian Federation and co-chair of the India-Russia Inter-Governmental Commission (Trade, Economic, Scientific, Technical, and Cultural Cooperation). During this visit, he will consult with External Affairs Minister S. Jaishankar and participate in other bilateral meetings.”

According to the Ministry, Manturov is also expected to meet with National Security Advisor Ajit Doval and Finance Minister Nirmala Sitharaman during his visit, focusing on cooperation in key areas such as defense, security, energy, and trade.

Following a one-month exemption from U.S. sanctions, Russia has recently emerged as India’s largest supplier of crude oil once again.
