China to Strengthen High-Level Technological Self-Reliance, Says Foreign Ministry

Beijing, April 3: The spokesperson for the Chinese Foreign Ministry, Mao Ning, addressed journalists during a regular press conference held in the capital, Beijing. She emphasized that the Chinese government has consistently placed technological innovation at the core of national development. During the 14th Five-Year Plan (2021–2025), China achieved significant fundamental innovations in areas such as new energy vehicles, AI models, quantum technology, and biotechnology, which are driving high-quality development.

Mao Ning stated that China’s technological innovation is committed to open collaboration. Last week, China announced access to ten major scientific infrastructures for countries worldwide, including the Fast Telescope and a manned submersible named ‘Fantouce’ for full ocean depth. This initiative marks a significant effort to transform indigenous technological achievements into global public resources.

She further noted that looking ahead to the 15th Five-Year Plan (2026–2030), China will enhance high-level technological self-reliance. Additionally, new production capacities will be developed through innovation, fundamental research will be strengthened, industrial transformation will be accelerated, and global shared development will be promoted through technology sharing.
