
New Delhi, August 11: Central Minister Dr. Jitendra Singh has outlined an integrated framework for Odisha. This initiative aims to align with the Indian government’s ‘Rare Earth Corridor’ proposal, leveraging the state’s rich marine and coastal resources, a supportive biotechnology environment, space capabilities, and a network of scientific institutions.
Dr. Singh discussed this framework with Odisha’s Minister of Science and Technology, Krishna Chandra Patra. The minister presented a series of proposals related to the state’s science and technology priorities.
The discussions included expanding marine biotechnology, strengthening life sciences infrastructure, optimizing Odisha’s coastal and mineral resources, enhancing space applications and manufacturing, exploring rare earth elements, and involving coastal districts in national marine-environment initiatives.
The meeting finalized the expansion of the ‘Institute of Life Sciences’ in Bhubaneswar, linked to the biotechnology department, with the provision of an additional 50 acres of land from the Odisha government.
Dr. Singh emphasized that the eastern coastal region could play a significant role in India’s emerging nuclear and marine roadmap. Odisha is well-positioned to contribute through coordinated efforts involving central scientific institutions and the state government. This approach aims to create a conducive environment that integrates marine resources, critical minerals, life sciences, space technology, and technology-led economic development.
Additionally, discussions touched on the Odisha Marine Biotechnology Research and Innovation Corridor (OMBIRIC), which is being developed as a collaborative platform uniting leading academic and research institutions in the state.
OMBIRIC has already established partnerships with IIT Bhubaneswar, Berhampur University, Fakir Mohan University, NIT Rourkela, IISER Berhampur, and the Institute of Life Sciences (ILS) in Bhubaneswar. The next phase will focus on streamlining this institutional network with Earth Sciences, CSIR, and the Biotechnology Department to enhance Odisha’s marine resources through advanced research, biotechnology applications, and industrial innovation.
Further discussions also revolved around the expansion of the ‘Institute of Life Sciences’ in Bhubaneswar, which includes negotiations for additional land provision to support its future development.
With expanded capacity, the institute can provide a robust foundation for research in life sciences and biotechnology, contributing to initiatives related to the economy, environment, and employment. Given the extensive coastline, marine biodiversity, and resource base, this holds special significance for Odisha. The state’s marine ecosystem can offer opportunities for biotechnology applications in health, food, materials, and environmental solutions.
The proposal to link marine biotechnology with Earth sciences aims to strengthen the scientific understanding and sustainable use of Odisha’s coastal resources. This approach will bring together expertise in marine science, Earth science, biotechnology, and mineral-resource research, creating greater possibilities for joint projects and technology development.
The meeting also highlighted the state’s space application center as a crucial topic. They explored the potential for closely linking Odisha’s space capabilities with ISRO, including the possibility of developing a space research and manufacturing center in a PPP model. Such an environment could unite government institutions, national space agencies, research organizations, and industry, creating opportunities for not only space applications but also research, technology development, and manufacturing.
Discussions also addressed Odisha’s role in the emerging rare earth ecosystem. The central budget for 2026-27 announced a dedicated rare earth corridor in Odisha, Kerala, Andhra Pradesh, and Tamil Nadu, focusing on mining, processing, research, and manufacturing. This initiative aims to build an integrated domestic value chain for rare earth elements and strengthen India’s capabilities in advanced materials and strategic sectors.
In this context, Odisha’s coastal mineral resources and its current scientific and institutional capacities provide a strong foundation for further exploration and technology development. The meeting discussed advancing efforts related to the exploration of rare earth elements and associated scientific capabilities, linking them with significant national priorities in nuclear minerals, advanced materials, and strategic technologies. Odisha already has a notable presence in the rare earth ecosystem, including facilities linked to India’s rare earth processing activities.
Moreover, the Deep Ocean Mission and emerging opportunities in deep-sea fishing were also part of the broader coastal development agenda. Odisha’s extensive coastline and marine resource base offer significant opportunities for integrating ocean science, fishing, marine technology, and coastal economic activities. The state has recently advanced its Odisha Deep Sea Fishing Mission (2026-2036), aiming to unlock offshore and deep-sea fishing potential and develop a robust value chain around the marine economy.
Discussions also included the proposed Science City in the state, viewed as a vital public component under Odisha’s expanded science and technology-friendly environment. This initiative aims to enhance scientific awareness, innovation, and practical applications.
