Odisha Holds Strategic Meeting to Build Secure and Inclusive AI Ecosystem

Bhubaneswar: The Odisha Government held a high-level strategic meeting on Saturday in collaboration with Indian artificial intelligence company ‘Sarvam’. The meeting focused on developing a safe, inclusive, and autonomous AI ecosystem aligned with the state’s Vision 2036 and Vision 2047 goals.

Focus on Long-Term Public Capacity Building

The discussions emphasised the development of artificial intelligence as a long-term public capability. Key areas considered included autonomous infrastructure, education, health, agriculture, e-governance, and public safety. The aim is to implement AI applications on a large population scale and strengthen institutional capacities within the state.

Present at the meeting were Odisha’s Chief Minister, Electronics and IT Minister, Chief Secretary, Principal Secretaries of Electronics & IT and Finance, senior state officials, and the leadership team of ‘Sarvam’.

Development of Shared AI Infrastructure and Voice-Enabled Applications

The government announced plans to build a shared, autonomous AI infrastructure through secure computing and a state-controlled data platform. This infrastructure will serve as a common resource for various departments, optimising investments and ensuring sustainability over the long term.

It was also decided to deploy voice-enabled AI applications in sectors such as education, health, agriculture, e-governance, and security. This initiative aims to provide simple conversational access to government schemes, benefits, and grievance redressal, especially for rural, tribal, and low-literacy populations.

Implementation Framework and Capacity Building

A one-year implementation framework was discussed, which includes preparing data, identifying priority use cases, and developing applications. This will ensure AI services are ready for timely rollout without delays.

The government further clarified that training government officials, supporting research, and nurturing local technical talent will be essential for the long-term stability and governance of AI systems.

The partnership with ‘Sarvam’ is set to be formalised through a memorandum of understanding during the Black Swan Summit on 5th and 6th February.

‘Sarvam’ co-founder Pratyush Kumar stated, “Odisha’s focus on autonomous AI and large-scale public impact demonstrates how AI can strengthen governance. We look forward to collaborating with the state to transform this vision into sustainable public systems.”

After the meeting, the Chief Minister said, “Odisha should not only adopt technology but also set an example for others. AI can help us establish new standards in governance and public service.”

The Chief Secretary remarked, “The time has come for Odisha to emerge as a leader in technology, especially AI, and ensure its benefits reach all citizens.”

The Electronics and IT Minister highlighted AI’s importance in high-impact sectors like agriculture and health. The Principal Secretary (Finance) emphasised that thoughtful use of AI can create equal opportunities for all departments and citizens in the state.

Odisha is thus moving forward as a model for inclusive, citizen-centric, and responsible AI use in India.
