Bhubaneswar, March 26: In a significant move to accelerate the expansion of clean energy infrastructure in urban Odisha, the state’s Housing and Urban Development Department has issued a comprehensive order to streamline and expedite the approval processes for city gas distribution projects.
According to an official press release issued on Wednesday, the order was announced by Usha Padhi, the Additional Chief Secretary of the Housing and Urban Development Department and Chairperson of IDCO. This initiative reinforces the state government’s commitment to promoting a gas-based economy and enhancing access to clean, efficient fuel in urban areas.
The order directs urban local bodies to waive the permit fees for laying underground pipelines and related city gas distribution (CGD) infrastructure.
There will be no requirement for new permits for ongoing or previously approved projects, eliminating procedural delays and ensuring continuity in project execution.
To further expedite progress, the state government has emphasized timely approvals and instructed all relevant authorities to address applications promptly.
Additionally, restrictions on road-cutting during certain periods for CGD projects have been relaxed to prevent any disruptions and ensure smooth operations.
Alongside facilitating work, this order also ensures accountability. CGD entities will be responsible for restoring roads and infrastructure at their own expense, adhering to set standards.
The Director of Municipal Administration has been appointed as the nodal officer to coordinate and monitor CGD-related activities across the state.
All departments, including Works, Water Resources, Energy, Panchayati Raj, and Drinking Water, have been advised to provide full cooperation for effective grassroots implementation.
These measures will remain in effect until June 30, 2026, or until further notice.
This initiative is expected to significantly accelerate the expansion of PNG connections, promote the use of clean fuel, and strengthen urban infrastructure, aiding Odisha in moving towards a sustainable, energy-efficient future.
