NIA Files Charges Against Two in Pakistan-Linked Passenger Train Bombing Plot

New Delhi, August 7: The National Investigation Agency (NIA) filed a chargesheet against two individuals on Friday. They are accused of plotting terrorist attacks in India by smuggling improvised explosive devices (IEDs), weapons, and heroin from Pakistan. This conspiracy included plans to target a passenger train.

The chargesheet was submitted in a special NIA court in Mohali against the arrested accused, Shubham Kumar, and the absconding accused, Jasveer Chaudhary. Both face charges under the Unlawful Activities (Prevention) Act (UAPA), the Indian Penal Code (IPC), the Explosive Substances Act, the Arms Act, the Narcotic Drugs and Psychotropic Substances (NDPS) Act, and the Railways Act.

This case originated from Kumar’s arrest in February 2026, which was recorded by the Amritsar State Special Operations Cell (SSOC). Investigators found a functioning IED concealed in a metal box, a remote-control device, a foreign .30 caliber pistol with a magazine, 20 live cartridges, heroin, and a mobile phone in his possession.

The NIA took over the investigation in March 2026. The probe uncovered a larger conspiracy involving a handler based in Pakistan and his associates in India. They were allegedly involved in transporting explosives, weapons, and narcotics across the border.

According to the agency, Kumar was reportedly tasked with placing a timer-operated IED on a passenger train to cause significant casualties. The investigation also revealed that the conspiracy was not limited to a single target. Plans were in place to carry out attacks in multiple locations across Punjab and Delhi to inflict damage, instill fear, and threaten national security.

The agency stated that it has gathered substantial oral, documentary, and digital evidence to substantiate the alleged conspiracy and the roles of the accused.

Officials noted that while the chargesheet has been filed within the stipulated legal timeframe, the investigation continues to identify and apprehend other members of the alleged Pakistan-based terrorist network, as well as to trace the routes used for smuggling explosives, weapons, and narcotics into India.
