Mega Textile Parks Announced in Budget 2026 to Boost Traditional Clusters

New Delhi: In the Budget 2026-27, Finance Minister Nirmala Sitharaman announced capital support for modernising traditional textile clusters. This includes upgrades in machinery, technology, and the establishment of common testing and certification centres.

The government also unveiled plans to develop mega textile parks aimed at enhancing exports. These parks will contribute to the growth of technical textiles, a high-potential sector important for industrial, medical, defence, and infrastructure applications.

Additionally, an integrated programme for the textile sector was introduced, comprising five components: the National Fibre Scheme, Textile Expansion and Employment Scheme, National Handloom and Handicraft Programme, Tex-Eco Initiative, and Samarth 2.0 for skill development.

Samarth 2.0 is an advanced skill development initiative designed to modernise the textile skill ecosystem through close collaboration with industry and educational institutions. It aims to ensure a skilled workforce ready for the industry across the value chain.

Amin Jain, Chairman of CII Punjab, said the budget includes significant announcements for textiles such as mega parks, an integrated plan for labour-intensive textiles, and revitalisation of heritage textile parks. He believes these measures will provide a strong boost to the country’s textile industry.

The budget also proposed a ₹10,000 crore MSME fund, benefiting the large number of MSMEs in the textile sector.

Following the recent free trade agreement with the European Union, export opportunities for textiles have expanded. The government’s focus on this sector is expected to generate large-scale employment and strengthen exports.
