Ranchi, August 31: A significant scandal has emerged in Jharkhand regarding the JPSC and JSSC competitive examinations. Investigations reveal manipulation of software data and the illicit removal of answer sheets from secure strong rooms for fraudulent writing. This revelation came during a CID inquiry, which led to the arrest of personnel from the examination conducting agency, directors, and intermediaries.
The investigation uncovered that experts were summoned to hotels and rented apartments to write answers, which were then secretly returned to the strong room. The CID is currently advancing its investigation based on technical evidence, server logs, and financial transactions related to this entire syndicate.
During interrogations by the CID’s special investigation team, it was revealed that the outsourcing agencies responsible for conducting the exams had systematically developed software and portals to manipulate examination results. Hemant Verma, an employee of the vendor agency ‘M/s TSR Data Processing Private Limited,’ disclosed that similar fraudulent practices occurred in Jharkhand as seen in the Uttar Pradesh Assembly RO and ARO examinations.
In 2025, the directors of TDPPL collaborated with Picker Technology Private Limited to create specialized software and a portal for JPSC examinations. The accused informed the CID that this software was used to identify candidates with connections before the exams, allowing their answers to be altered directly in the database. The manipulation of answer sheets during the main examination was exposed through statements from another accused, Hemant Verma.
According to his testimony, after the exams, answer sheets were submitted to the JPSC office’s strong room, from which blank sheets of connected candidates were extracted. Subsequently, directors from the vendor agency TDPPL, including Ramveer Singh, Satypal Singh, Pradeep Kumar Singh, and Mohammad Usmani, transported these sheets to various hotels and rented apartments. In the presence of experts and the respective candidates, answers were filled in.
These answer sheets were then secretly returned to the strong room. One of the main accused, Abhay Tiwari, admitted to the CID that a room was rented in Ranchi’s Hariom Tower under the pretext of preparing for the main examination after the preliminary exam for the Assistant Conservator of Forest and Forest Range Officer was completed. Agents Satypal and Mishra brought in experts from Punjab, Haryana, and Lucknow.
These experts were tasked with writing the candidates’ answer sheets. Furthermore, after the answers were written, various professors from colleges and universities were contacted to inflate the marks. According to Abhay Tiwari’s confession, he paid 4 million rupees to increase the marks of his candidates and have their sheets written.
