Kanpur, August 23: In light of the upcoming festivals, the Food Safety and Drug Administration (FSDA) has launched a significant enforcement campaign against adulteration in milk and dairy products, particularly khoya, in Kanpur Dehat and Kanpur Nagar. Under the guidance of Commissioner Dr. Roshan Jacob and the effective supervision of Additional Commissioner Rekha S. Chauhan, 24 enforcement teams conducted thorough inspections across various khoya manufacturing units and major khoya markets in the state.
During the operation, suspicious materials used for adulteration were seized, and a large quantity of khoya was destroyed. An FIR was registered in Kanpur Dehat as part of one case. A total of 28 food samples were collected for testing throughout the joint operation. Approximately ₹1.5 lakh worth of food items and adulterants were destroyed. An FIR was filed against one individual for using adulterants, while actions were taken to suspend or cancel the food registrations of three food business operators.
During an inspection of a khoya manufacturing unit in the Rasoolabad area of Kanpur Dehat, the team discovered cream extraction machines, khoya ovens, skimmed milk powder (SMP), and hydrogen peroxide. About 100 kg of contaminated khoya was also found on-site. The team collected samples of SMP and hydrogen peroxide for testing and destroyed the prepared khoya immediately. The operation resulted in the seizure of 175 packets of skimmed milk powder and approximately 15 liters of hydrogen peroxide, which were intended for mixing with food.
The police took action under sections 274 and 275 of the Indian Penal Code, filing a case against the use of adulterants in food. In another inspection of a khoya manufacturing unit in the same area, chemicals used for khoya production and three large cauldrons were found. The team seized the suspicious adulterants and initiated the process to cancel the food registration of the related unit.
In a separate unit, no objectionable materials were found. However, samples of khoya and about 50 liters of milk were collected for testing. During an inspection at a khoya oven in Bhola Nagar, Jhinjhak, 10 liters of refined soybean oil, 10 packets of SMP, and approximately 32 kg of prepared khoya were discovered. This unit was found to be operating in extremely unsanitary conditions. The operator admitted to using refined oil, vanaspati, and SMP to prepare khoya.
The team destroyed 32 kg of prepared khoya and 10 liters of refined oil on-site and suspended the food registration of the unit. The impact of the campaign was also evident in major khoya markets in Kanpur Nagar. Food safety teams conducted inspections and sample collections at Expressway Khoya Mandi, Fazalganj Khoya Mandi, and the traditional Hatiya Khoya Mandi.
Samples were taken from a leading vendor at the Expressway Khoya Mandi. In Hatiya Khoya Mandi, inspections of 14 khoya vendors resulted in the collection of 14 samples. During this process, approximately 430 kg of khoya, valued at around ₹1.07 lakh, was destroyed on-site due to unsanitary conditions. Samples were also collected for testing from a leading vendor at Fazalganj Khoya Mandi.
