Mumbai, August 13: The ongoing “Special Intensive Revision” (SIR) of voter lists in Maharashtra has revealed that out of a total of 9,78,54,049 voters, 9,69,54,766 voters (99.08 percent) have received enumeration forms.
However, Chief Electoral Officer S. Chokalingam announced in a press conference that only 7,60,98,153 forms (77.77 percent) have been signed and returned in a digitized format. He made these comments after presiding over a meeting with political parties.
Despite this, a total of 1,80,60,697 forms (18.46 percent) have not been submitted under the ASDD category. This includes voters who are absent, have moved elsewhere, are deceased, or are duplicates. There are still 3,695,199 voters (3.78 percent) pending action. Consequently, nearly 1.8 million names may be removed from the draft voter list. Chokalingam noted that this figure is not unusual, as other states have seen a national average of 13-18 percent names removed.
He added that voters whose names may be removed can submit Form 6 for voter registration.
Election officials reported that the ratio of ASDD voters is higher in urban areas, particularly in Thane, Nagpur, Mumbai, Pune, Palghar, and Raigad districts. In Mumbai and its suburbs, 63 percent of the data has been digitized, while 30 percent of the ASDD forms remain unsubmitted, which includes absent, relocated, deceased, or duplicate voters. According to the updated timeline, the last date for voters to submit enumeration forms (EF) is set for August 17, 2026.
The draft voter list will be released on August 24, 2026. Citizens will have until September 23, 2026, to file claims and objections. The final publication of the voter list is scheduled for October 27, 2026.
To prevent eligible voters from being excluded from the list, district election officers (DEOs) have been instructed to implement strict verification rules. Booth Level Officers (BLOs) will hold joint meetings with political party booth-level agents (BLAs) and provide them with the ASDD list.
To assist in collecting forms, BLOs and BLAs will visit designated households to meet with residents. Meeting minutes must be recorded and uploaded via the BLO app on ECI Net, while the ASDD list will be published on the district’s official websites. Officials have clearly stated that voters who refuse to collect, sign, or submit enumeration forms will not be included in the draft voter list.
