
Bhopal: Madhya Pradesh Chief Minister Mohan Yadav has described contract workers as the backbone of the state, likening their role to that of Hanuman Ji. He announced that contract workers who have completed more than 10 years of service will be regularised into permanent positions. Currently, this process is underway for 50 percent of the available posts.
Addressing the contract workers and officers’ conference organised by the Indian Labour Union at TT Nagar Dussehra Maidan, CM Yadav stated that the regularisation process for contract workers with over a decade of experience is ongoing for half of the sanctioned posts, with further progress planned. He also affirmed that the General Administration Department will strictly implement all provisions outlined in the Contract Policy-2023 across all centrally and state-funded projects. State government corporations and boards will be responsible for this implementation.
Under the Contract Policy-2023, various benefits such as NPS, gratuity, health insurance, and compassionate appointments for contract workers will be uniformly applied across all departments and schemes funded by the central and state governments. The policy will also see the full application of disciplinary provisions under the CCA Rules of 1965 and 1966 for contract staff. A committee chaired by the Additional Chief Secretary will ensure timely resolution of contract workers’ issues.
Chief Minister Mohan Yadav emphasised that the state government’s success in implementing welfare schemes relies heavily on the labour and trust of contract workers. He highlighted their vital role in administration and governance, stating that although they join through contracts, contract workers play a significant role in managing systems. Whether in health services, education, panchayats, urban bodies, or technical fields, contract employees are indispensable pillars in field-level surveys, monitoring, and execution.
CM Yadav assured contract workers that the government is committed to addressing their concerns within the framework of rules, justice, and financial balance. He promised to strive to do more than the existing decisions allow. Coordination between the Madhya Pradesh Contract Joint Struggle Forum, Finance, and General Administration Departments will aim to resolve all difficulties, ensuring both respect and security for contract workers. The state government will continue to support contract workers’ legitimate demands with sensitivity, responsibility, and commitment.
