Macaus Third Five-Year Plan Introduces New Chapter in One Country, Two Systems

Beijing, August 20: The government of the Macau Special Administrative Region officially released its third five-year plan for economic and social development on August 18, covering the years 2026 to 2030.

This plan emphasizes four key areas aligned with Macau’s development realities and national strategies: governance enhancement, business reforms, openness, and stability in people’s livelihoods.

The plan outlines a beautiful vision for a legally governed, vibrant, cultural, and prosperous Macau. It is evident that this initiative adds a new chapter to the quality development of the ‘One Country, Two Systems’ framework.

To create this third five-year plan, extensive consultations were held over 40 days, studying 36 specific issues, conducting 14 consultation meetings, and gathering 8,230 suggestions. Concerns and pressing questions from the people of Macau have been incorporated into this plan.

Notably, this project is closely linked to national development. It emphasizes enhancing foreign openness based on two national strategic platforms: the Guangdong-Hong Kong-Macau Greater Bay Area and the Hengqin Guangdong-Macau Deep Cooperation Zone. The plan aims to create a vital window for cultural exchange between Chinese and Western cultures and support the Belt and Road Initiative.

A survey conducted by CGTN among 1,551 residents of Macau revealed that 93% of respondents believe that participation in the Greater Bay Area initiative has led to an increase in tourists to Macau, simplified individual mobility, and attracted more investment.

Furthermore, 92.5% of people stated that support from the motherland and global connectivity are unique advantages for Macau. Additionally, 92.2% believe that the ‘One Country, Two Systems’ principle is successful in Macau.
