India Unveils Coal Exchange Rules 2026 to Strengthen Energy Markets

New Delhi, June 9: In a significant move towards modernizing India’s coal supply chain, the central government has announced the Coal Exchange Rules 2026. This initiative aims to bolster energy markets in line with the vision of a developed India by 2047. The announcement was made by the Ministry of Coal on Tuesday.

The ministry stated that the government is paving the way for the establishment of coal exchanges across the country. The recently passed Mines and Minerals (Development and Regulation) Amendment Act, 2025 has implemented the concept of mineral exchanges and granted the central government the authority to promote transparent and efficient trading of minerals, including coal and its processed forms.

Under this framework, the Ministry of Coal has designated the Coal Controller Organization (CCO) as the responsible authority for the registration and regulation of coal exchanges. Eligible entities will be authorized by the CCO to establish and operate coal exchanges, create market rules and regulations, and facilitate coal trading. Registrations will be valid for a period of 25 years.

According to the Ministry of Coal, the introduction of coal exchanges is expected to bring a revolutionary change in coal marketing. This shift moves away from the traditional “one-to-many” sales model towards a competitive “many-to-many” trading platform. This will enable transparent, market-based pricing, improve efficiency, and provide coal producers, including commercial and captive miners, easier access to a broader range of buyers. Public sector coal companies can also leverage this platform to enhance their market participation.

The ministry further emphasized that the coal exchange initiative reflects the government’s commitment to enhancing ease of doing business, promoting transparency, and building a modern, self-reliant energy ecosystem. By creating a more competitive and efficient coal market, this reform is expected to strengthen energy security, support industrial growth, and contribute significantly to the vision of a developed India through sustainable economic development and a future-ready energy sector.
