India Enhances Migration Process Through Digital Innovation: Minister Kirti Vardhan Singh

New Delhi, May 8: India is revolutionizing its migration process using digital technology, according to Minister of State for External Affairs Kirti Vardhan Singh. This new initiative aims to streamline various stages of the job-seeking process abroad, including pre-departure preparations, job selection, and repatriation, all on a single platform.

The Indian Mission to the UN organized a program themed “Leveraging Digital Innovation in Migration Governance” on Thursday. During the event, Singh highlighted that India’s e-Migrate platform demonstrates how digital technology is not just a supportive tool but is reshaping governance itself.

At the second International Migration Review Forum, the e-Migrate system was showcased. Singh emphasized that India’s comprehensive approach views migration as a continuous process, encompassing pre-departure preparation, safe travel, dignified employment, and eventual return and reintegration.

The e-Migrate system begins with the verification of employers and recruiters, aiding potential employees in confirming information and avoiding fraud. This enhances transparency in the hiring process.

Currently, the e-Migrate portal has approximately 298,000 registered foreign employers and 2,457 active recruiting agents. The recruitment process can also be conducted through this portal.

This platform offers workers services such as skill development, employment, documentation, service delivery, and a multilingual interface. It also integrates online grievance redressal and payment transfer services without any additional costs.

India’s Permanent Representative P. Harish stated that the country is making its digital tools, like e-Migrate, available to all, as India is committed to South-South cooperation.

He noted, “We have not patented these digital public platforms. They are freely available and posted online in an open-source format, allowing our friends and partners to adapt them to their needs.”

Harish added that this initiative is part of both bilateral and UN-mediated South-South cooperation frameworks aimed at assisting friends and partners in the Global South. He emphasized the importance of distinguishing between refugees and migrants.

Ecuador’s Vice Minister of Human Mobility, Sol Pacurucu, mentioned that her country has fully transitioned its consular services online and will learn from India’s experience in coordinating the interoperability of digital platforms within the labor migration cycle.

Kim Eling, Senior Director of the International Organization for Migration, remarked, “India is demonstrating how technology can be used not only to modernize systems but also to enhance the safety of individuals.” He praised the scale of the e-Migrate operation.

Abdulaziz Alwasil, Saudi Arabia’s Permanent Representative, stated, “As a major destination country with a diverse expatriate population and over 10 million foreign workers contributing to its labor market, the Kingdom recognizes both the opportunities and responsibilities associated with labor mobility.”

He added that Saudi Arabia has implemented several reforms under its national transformation program to modernize its labor market and strengthen its migration governance framework. The ‘Kiva’ platform serves as a central interface for labor-related services, including contract authentication, job mobility, visa issuance, proficient change, and compliance monitoring.

This platform connects workers, employers, and regulators through a unified digital ecosystem.
