Himachal Pradesh Government Announces District-Level Oath Ceremony for Panchayat Heads

Shimla, June 7: The Himachal Pradesh government has made a significant administrative decision regarding the oath-taking ceremony for Panchayat heads and deputy heads. Industry Minister Harshvardhan Chauhan announced that the cabinet has decided that these oaths will now be administered at the district level. The event is scheduled for June 15, with different ministers assigned to oversee the ceremonies in various districts. The Chief Minister will personally administer the oath in Dharamshala, Kangra district, while other ministers will handle the ceremonies in their respective areas.

The minister stated that this decision aims to simplify the process, reduce costs, and enhance convenience for the public. Previously, oath-taking ceremonies were held at the sub-division or other levels, leading to various challenges. Representatives from remote areas such as Kinnaur, Bharmour, and Lahaul-Spiti often had to travel to Shimla or other distant locations, which was time-consuming and financially burdensome.

He provided examples, noting that it sometimes took Panchayat heads and deputy heads an entire day just to travel to the event, resulting in a total expenditure of two to three days of time and resources. Additionally, the costs associated with accommodation and travel placed an extra burden on the government. Due to these inconveniences, many elected representatives were unable to attend the ceremonies.

Harshvardhan Chauhan emphasized that the government’s goal is to make administrative processes more practical and effective. This is why the decision was made to hold oath-taking ceremonies at the district level, ensuring that all representatives can easily participate without unnecessary difficulties.

He clarified that there are no strict legal requirements mandating that oaths must be taken at a specific level. The Panchayati Raj Act does not stipulate who can administer the oath, allowing the government to establish this arrangement based on administrative discretion. The presence of the Deputy Commissioner will also be ensured to facilitate attendance at the district level.

The minister noted that ministers are part of the government and can participate in the oath-taking process. This entire arrangement has been designed with a focus on administrative convenience, transparency, and better resource utilization.
